03The paperwork

A complete file at your very first appointment.

In Belgium you ask your commune to register your residence within three months of arriving, and a late application can mean a €200 fine. Since September 2025, the communes of Etterbeek and Saint-Josse-ten-Noode want every document at the first appointment.

04How Hello Expat helps

Your Belgian steps, in the order you meet them

Hello Expat lists each step with its official source and the date it was checked. Moovy, an AI assistant, answers your questions and writes the emails or letters that you read and send yourself. It does not sign, file or represent you.

  1. 1

    Step 1

Book your appointment at the commune

You have three months from arriving to apply for your attestation d'enregistrement. At the appointment you receive an annexe 19, the receipt for your application, and your name goes on the register of pending applications.

    Source: SPF Intérieur (IBZ)

  2. 2

    Step 2

    Pass the residence check

The commune checks that you really live at the address you gave. Once you are registered, your 11-digit national register number is issued automatically. It is also your social security number (NISS).

    Source: SPF Intérieur, Registre national

  3. 3

    Step 3

    Join a health fund

To be reimbursed for care you must join a mutualité of your choice, or the public fund, the CAAMI. The European health card only covers a temporary stay.

You

I'm moving to Brussels for a job. Which tax number do I need to apply for?

Moovy

None, at least not separately. In Belgium your national register number, 11 digits, is given when your commune first registers you, so the real first step is the commune. Apply within three months of arriving, and ask which documents they want at the first appointment: some communes now ask for the complete file straight away. The same number serves as your social security number, and your employer needs it to register you.

    A vault for your papers

Your documents are encrypted before they are stored, with a different key for each document, kept apart from our servers. Nobody on the team has a tool to open them. Moovy reads each document you add to file it, and every reading appears in your log. You can delete everything whenever you like.

When Moovy reads a document, the text is processed by our AI provider, in the United States.
