How to get your rodné číslo (personal number) and your tax number (DIČ) in Czechia

In Czechia, the identifier that opens every door is the rodné číslo (personal number, literally "birth number"): banks, schools, insurers, doctors and contracts ask for it. The Ministry of the Interior allocates it to you automatically, free of charge, when you have authorised residence of more than 90 days; as an EU citizen, you obtain it by applying for the osvědčení o registraci (registration certificate). Your tax number, the DIČ (daňové identifikační číslo), is only created if you register with the tax authority, and it is simply "CZ" followed by your rodné číslo.

Costs
Rodné číslo: free when allocated automatically; CZK 1,000 on request for foreigners without authorised residence of more than 90 days, from which EU and EEA citizens and citizens of states bound to the EU by a treaty, and their family, are exempt. DIČ: no fee indicated by the Finanční správa.
Timeframes
Rodné číslo: 30 days for allocation according to the Ministry of the Interior, sometimes longer. DIČ: allocated as soon as you register with the tax office.

Steps

  1. Apply for the osvědčení o registraci at the Ministry of the Interior as soon as you plan to stay more than three months (see sheet CZ-SEJOUR-TOUS-001). This certificate is not a condition of your stay (it is your choice to apply for it), but it is what triggers the request for the rodné číslo: you have no separate application to make, the ministry officer requests it for you during processing, unless you already have one. Without a certificate, the ministry may not have requested it: in that case, go to one of its offices (online appointment).
  2. Wait for allocation. The ministry gives itself 30 days to allocate the number; the wait can be longer. With no news after 6 months, the ministry advises going to one of its offices (appointment possible via its client centre).
  3. Find your number on your registration certificate or on your biometric residence card. A visa does not show it.
  4. If you do not (yet) have authorised residence of more than 90 days and you still need a rodné číslo (studies, employment, credit), you can request it from the Ministry of the Interior, odbor správních činností, oddělení rodných čísel (administrative activities department, personal numbers service), náměstí Hrdinů 1634/3, Praha 4: in person, by post, via datová schránka (identifier 6bnaawp) or by electronically signed email to posta@mv.gov.cz.
  5. For the DIČ, register with the finanční úřad (tax office) only if you need it. It is the správce daně (tax authority) that allocates it, as soon as your registration begins. The competent office is the one for your place of permanent residence (trvalý pobyt); for a non-resident whose address cannot be determined, it is the Finanční úřad pro hlavní město Prahu, Územní pracoviště pro Prahu 1. You can submit your application on a paper form or online (Elektronická podání application, datová schránka or mojedane.cz).

Documents

  • Rodné číslo allocated automatically: nothing more than your osvědčení o registraci file (ID document, proof of accommodation, photo, etc.).
  • Rodné číslo on request:
    • a written and reasoned application, in Czech or with an official translation (ministry form or free-form letter);
    • a copy of a document proving your date and place of birth;
    • a copy of a document proving your nationality;
    • for a paper application, a legalised signature, unless you sign in front of a ministry officer.
  • DIČ: the registration application (přihláška k registraci) on the Finanční správa's official form.

Costs and timelines

  • Rodné číslo allocated automatically: free. Allocation time of 30 days according to the ministry, sometimes longer.
  • Rodné číslo on request: administrative fee of CZK 1,000. EU citizens, citizens of a state bound by the EEA agreement or of a state bound to the EU by an international treaty, as well as their family members whatever their nationality, are exempt (except for a non-European family member if the procedure is not linked to free movement). Time: not stated.
  • Duplicate of the individual document bearing your number (doklad o rodném čísle): CZK 300, payable only by bank card at the ministry office.
  • DIČ: no fee indicated by the Finanční správa. It is allocated as soon as you register.

Common pitfalls

  • Waiting until you need the number to apply for the certificate. Without a rodné číslo, opening an account, signing certain contracts or getting a mortgage becomes complicated. Start the osvědčení o registraci application as soon as you settle in.
  • Believing you always need a DIČ. The DIČ only exists after a tax registration. Since 1 January 2024, a sole trader (OSVČ, self-employed worker) no longer has to register for personal income tax; registration remains compulsory notably for an employer who withholds payroll tax (within 8 days) and for VAT. If in doubt about your situation, ask the finanční úřad.
  • Thinking that the DIČ is a separate number. For an individual, it is "CZ" followed by your rodné číslo. If you have no rodné číslo, the tax office forms your DIČ with an identifier it allocates to you itself (vlastní identifikátor správce daně, VČP). And since 1 January 2021, even with a rodné číslo, you can ask for a DIČ without it: at registration or later, with no prescribed form; for a taxpayer already registered, the office decides within 30 days at most (Tax Procedure Code, § 130, and the 2020 instruction of the General Financial Directorate).
  • Already having a number without knowing it. If a rodné číslo has already been allocated to you (for example during a previous stay), the ministry does not create a new one. Slovak citizen born before 1993: your situation is special, check it with the Ministry of the Interior.

What changes by country of origin

  • EU citizens: rodné číslo via the osvědčení o registraci; if you have to request it separately, you are exempt from the CZK 1,000.
  • Iceland, Liechtenstein, Norway (EEA): same fee exemption as EU citizens. Switzerland: the Ministry of the Interior grants Swiss people rights similar to those of EU citizens (same registration certificate, rodné číslo allocated automatically). For a separate application, the exemption covers citizens of a "state bound to the EU by an international treaty": this is the case of Switzerland, with the agreement on the free movement of persons.
  • United Kingdom (including Scotland): if you arrived after 2020, you are a third-country national. The rodné číslo is allocated to you automatically with a residence permit of more than 90 days; without authorised residence, the CZK 1,000 exemption is not among the cases listed for you: to be confirmed with the ministry. British people covered by the withdrawal agreement (residents before 31 December 2020) obtain the number with their registration certificate.
  • Currency: Czechia keeps the Czech koruna (CZK, Kč); fees are paid in koruna, by transfer or by card at the ministry office.
