Public services and online portals

Who does what, digital identity, the order of steps.

Checked on 23 October 2026

Which Hungarian authorities do what, and what can you do online when you settle?

In Hungary, you deal with four main counterparts: the immigration office (OIF) for your stay, the tax administration (NAV) for your tax number and your taxes, the government offices (kormányhivatal, with their kormányablak counters) for your papers, your address, your TAJ social security card and your vehicle, and your town hall for local taxes. For almost all online procedures, you need Ügyfélkapu+ (secure two-factor access) or the Digitális Állampolgár (DÁP) app: these are the only logins accepted by State websites since 16/01/2025. An EEA citizen can register for Ügyfélkapu in person with their identity card or passport.

Key authorities

  • Stay: Országos Idegenrendészeti Főigazgatóság (OIF, immigration office). Registration of EEA citizens, residence cards, online applications on the Enter Hungary platform (see HU-SEJOUR-TOUS-001).
  • Taxes: Nemzeti Adó- és Vámhivatal (NAV, tax and customs administration). Tax number, income tax, register of sole traders, VAT (see HU-NIF-TOUS-001, HU-IMPOTS-TOUS-001 and HU-ENTREPRISE-TOUS-001). A foreigner with an address in Hungary, even a rented home, falls under the county directorate of the NAV.
  • Papers, address, social security, vehicles, family benefits: the kormányhivatal (county government offices) and their kormányablak counters. This is where you request your TAJ card (see HU-SANTE-TOUS-001) and your family allowances, and where you handle civil status and document procedures. Online appointments at idopontfoglalo.kh.gov.hu; information by telephone on 1818 (Kormányzati Ügyfélvonal), at any hour.
  • Health insurance: Nemzeti Egészségbiztosítási Alapkezelő (NEAK), with the government offices acting as local funds.
  • Employment: the national employment service (Nemzeti Foglalkoztatási Szolgálat, nfsz.munka.hu), linked to the government offices.
  • Municipality: the town hall (önkormányzat) and its notary (jegyző) for local taxes (see HU-IMPOTS-TOUS-002), nursery enrolment and certain benefits.

Online services

  • Ügyfélkapu+: your access account to public services, with two-factor authentication (app or code). Registration in person at a kormányablak, an okmányiroda (documents office), a large NAV counter or a consulate. Documents: identity card in EEA format or passport for an EEA citizen; passport for a non-EEA citizen. Online registration is done with a Hungarian electronic identity card (eSzemélyi), which you will not normally have.
  • Digitális Állampolgár (DÁP): the State's mobile app, accepted as a login method. A foreigner can activate it if they are over 14 and have the right of free movement and residence (EEA citizen), long-term residence or international protection, with a valid identity document (identity card, passport or driving licence), a mobile number (foreign number accepted), an email address and a compatible smartphone. Identification is done in the app or in person at a kormányablak.
  • NAV portal (ugyfelportal.nav.gov.hu, eSZJA, ONYA): income tax return, forms, registration of a self-employed activity.
  • Enter Hungary: OIF platform for stay.
  • e-bejelento.gov.hu: declaration of certain data changes, including transfers of energy contracts (according to the government offices portal; to be confirmed).

Steps

Recommended order for an EU citizen:

  1. OIF: register your stay and your address no later than the 93rd day after you enter the country (Enter Hungary). You receive the registration certificate and your address card (lakcímkártya).
  2. Kormányablak: register for Ügyfélkapu+ (with your identity document), then activate two-factor authentication.
  3. NAV: request your tax number (form T34), if your employer does not do it for you.
  4. Kormányhivatal: request your TAJ card (social security), then choose your family doctor.
  5. Depending on your situation: registration of a self-employed activity with the NAV, enrolment of children in school and nursery school (see HU-ECOLE-TOUS-001), local taxes at the town hall if you buy.

Common pitfalls

  • Looking for a single identifier. You will have several numbers: tax (NAV), TAJ (social security) and personal number linked to your address card. They do not replace one another.
  • Thinking a simple password is enough. Since 16/01/2025, the old single-factor Ügyfélkapu login is only used to move to Ügyfélkapu+.
  • Arriving without an appointment. Book online at the kormányablak to avoid the queue.
  • Expecting everything in English. Portals and forms are mostly in Hungarian; the OIF and the NAV publish some factsheets in English.

What changes by country of origin

  • EU, EEA and Swiss citizens: registration of stay at the OIF; Ügyfélkapu registration with identity card or passport. Hungarian free movement law (Act I of 2007, art. 1) treats as EEA citizens those who have the same status by a treaty, and the OIF expressly lists Swiss citizens among "EEA nationals": a Swiss citizen therefore follows the EEA citizens' route. The Ügyfélkapu help does not name Switzerland: with your passport, you are sure to be accepted.
  • British citizens (Scots included): residence permit at the OIF (Withdrawal Agreement or national permit); Ügyfélkapu registration with your passport, like other non-EEA citizens.
