A doctor you chose yourself, and the sea on Sunday.

In Italy, three counters decide how fast you settle: the tax office, the Comune and the local health authority. Hello Expat puts them in order, with the official source for each step.

03The paperwork

Three counters, and each one wants a paper from another

On arrival you deal with the Agenzia delle Entrate for your tax code, the Comune for your residence and the ASL for your doctor. The ASL asks for the other two, so the order you go in matters.

04How Hello Expat helps

Your first three steps in Italy, in order

Your steps depend on where you come from and who you move with. Moovy, your personal assistant, answers from official sources and tells you when it is not sure.

  1. 1

    Step 1

    Get your codice fiscale

Book an appointment at any Agenzia delle Entrate office, or at the Italian consulate before you leave. You go in person with your ID and fill in form AA4/8. The card arrives by post.

    Source: Agenzia delle Entrate

  2. 2

    Step 2

Register your residence at the Comune

If you stay more than three months, you register at the Comune where you live: online and free on the ANPR for EU citizens, or at the registry office. Bring proof of work, or of enough resources and health insurance.

Source: Ministry of the Interior (ANPR)

  3. 3

    Step 3

Enrol with the ASL and choose your doctor

With your codice fiscale and your registration, you enrol with the ASL, choose a family doctor (medico di base) and receive your tessera sanitaria by post. Until then, your European Health Insurance Card covers necessary care.

Can I get SPID with my French ID card?

Moovy

Not yet. SPID asks for a valid Italian ID document, and your French card doesn't count. First register your residence at the Comune, then ask for your CIE, the Italian electronic ID card. It costs €16.79 plus fixed fees and arrives within six working days. With the CIE you can log in to most services directly, or use it to activate SPID. Tell me where you're living and I'll list the documents for the Comune.

    A vault for your papers

Your documents are encrypted before they are stored, with a different key for each document, kept apart from our servers. Nobody on the team has a tool to open them. Moovy reads each document you add to file it, and every reading appears in your log. You can delete everything whenever you like.

When Moovy reads a document, the text is processed by our AI provider, in the United States.
