Lithuania runs most of its administration on screen, but it expects a residence certificate and a declared address first. Hello Expat puts those steps in order, each with its official source.

03The paperwork
If you stay more than three months in six, you ask the Migration Department for a residence certificate, then declare where you live, with your landlord's consent. Skipping the declaration can bring an administrative fine.
04How Hello Expat helps
Your steps depend on where you come from and who you move with. Moovy, your personal assistant, answers from official sources and tells you when it is not sure.
Step 1
If you stay more than three months in six, apply on MIGRIS, then attend an appointment with your originals. The EU citizen certificate costs €10, takes about a month and is valid for up to five years.
Source: Migration Department
Step 2
Tick the box in MIGRIS to declare it with your application, or go to your seniūnija within a month of collecting the certificate. A signed lease is enough as your landlord's consent.

Step 3
Employees are covered automatically: 6.98% of salary goes to compulsory health insurance (PSD). If you are self-employed or inactive, you pay it yourself, at least €80.48 a month in 2026.

I rent a flat in Vilnius. Does my landlord have to see a notary for me to declare my address?
No, not if you have a signed lease. It counts as your landlord's consent, and it doesn't need to be notarised or registered. Without a lease, the owner can sign a consent certified by a notary or the seniūnas, or come to the appointment with you. You declare your address with your residence certificate application, or at your seniūnija within a month of collecting it. Tell me your situation and I'll check which route fits.

Add an appointment: we email you seven days before, then the day before. My schedule shows it all, month by month.
Your documents are encrypted before they are stored, with a different key for each document, kept apart from our servers. Nobody on the team has a tool to open them. Moovy reads each document you add to file it, and every reading appears in your log. You can delete everything whenever you like.
When Moovy reads a document, the text is processed by our AI provider, in the United States.
A short questionnaire after sign-up fills in My situation for you. Moovy uses it from your first message.
Add your partner, children, parents, and your dog or cat. Moovy adapts its advice: school, health insurance, and for pets the microchip, rabies vaccine and pet passport.
Your landlord only speaks Greek? Moovy drafts the email in Greek, with a translation. You check it, and you send it yourself.
