Who does what, digital identity, the order of steps.

Which authorities do what in Lithuania, and what can you do online?

In Lithuania, the Migracijos departamentas (Migration Department) handles your right of residence, the Registrų centras (Centre of Registers) keeps the population register and receives your declaration of residence, the VMI handles taxes, Sodra handles social security and the Ligonių kasa (health insurance fund, VLK) handles health insurance. Almost everything can be done online, but you first need a personal code (asmens kodas) and a Lithuanian electronic identification. In Vilnius, the International House Vilnius helps you free of charge with all of these procedures.

Costs
Declaration of residence, certificate of residence and LT ID electronic signature: free of charge (Registrų centras)
Timeframes
Residence to be declared within one month of the start of the obligation; departure for more than 6 months to be declared 7 working days beforehand

Key authorities

  • Migracijos departamentas (Migration Department): certificate of the right of residence for EU citizens, residence permits for everyone else, applications through the MIGRIS system (sheet LT-SEJOUR-TOUS-001).
  • Registrų centras (Centre of Registers, a state-owned enterprise): population register, declaration of residence and of departure (then processed by the municipality or the seniūnija, the neighbourhood office), register of companies (sheet LT-ENTREPRISE-TOUS-002), real estate register, LT ID electronic signature.
  • Valstybinė mokesčių inspekcija (VMI, tax authority): income tax, annual return, individual activity, VAT (sheets LT-IMPOTS-TOUS-001 and LT-ENTREPRISE-TOUS-001).
  • Sodra (State Social Insurance Fund): pensions, sickness, maternity, unemployment; self-employed people also pay their health insurance there.
  • Valstybinė ligonių kasa (VLK, national health insurance fund): compulsory health insurance (PSD), EHIC, form S1 (sheet LT-SANTE-TOUS-001).
  • Užimtumo tarnyba (Employment Service): job search, support for starting a business, unemployment benefit (website uzt.lt, not consulted: protected against robots).
  • Regitra: vehicle registration, driving licences and driving tests.
  • The municipality (savivaldybė) and the seniūnija: declaration of residence at the counter, enrolment in school and nursery (sheet LT-ECOLE-TOUS-001), local taxes.

Online services

  • epaslaugos.lt (public services portal): the entry point for most online procedures.
  • Registrų centras self-service: declare your residence or departure, obtain a certificate of residence, set up a company.
  • MIGRIS: applications for and renewals of residence permits, case tracking.
  • VMI's EDS: income tax return, tax payment.
  • e.sveikata (esveikata.lt): medical appointments, results, prescriptions.
  • SPIS: social benefits (children, maternity, paternity).
  • To log in, you need a Lithuanian electronic identification: access through your Lithuanian online bank, mobile signature (mobilusis parašas), LT ID electronic signature (free, issued by the Registrų centras to anyone with a Lithuanian identity document or a Lithuanian residence permit), and common identification apps such as Smart-ID. Each portal shows on its login page the means it accepts: MIGRIS, for example, can be accessed with a simple email address as long as you do not have a Lithuanian personal code, then through the state identification platform once the code has been assigned (MIGRIS). EU citizens can also log in to some services, such as the Registrų centras self-service, with the electronic identification of their own country (eIDAS). Without residence, Lithuania offers an e-resident card.

In what order

  1. The first 3 months: an identity card or passport is enough.
  2. Residence document at the Migration Department (sheet LT-SEJOUR-TOUS-001); your personal code appears in the registers (sheet LT-NIF-TOUS-001).
  3. Declaration of residence: either at the same time as your residence document application, by choosing in MIGRIS the declaration through the Migration Department (no separate declaration), or yourself within one month of collecting the document, online (Registrų centras) or at the seniūnija.
  4. Bank account with a Lithuanian bank: it often gives you online access to the public portals.
  5. Electronic identification (mobile signature, LT ID, etc.) to do the rest online.
  6. Health insurance (employer, or payment through Sodra) and registration with a family doctor (sheet LT-SANTE-TOUS-001).
  7. Depending on your situation: activity at the VMI, school or nursery at the municipality, licence at Regitra.

Costs and timelines

  • Declaration of residence, departure, certificate of residence and multilingual form: free of charge (Registrų centras, 2026).
  • Deadline to declare your residence: one month from the start of the obligation (arrival or change of address). If you are not the owner, the owner confirms online within 5 working days.
  • Departure for more than 6 months: to be declared 7 working days before leaving.
  • LT ID signature: free of charge.
  • International House Vilnius: free advice, by appointment (Konstitucijos pr. 3, Vilnius).

Common pitfalls

  • Trying to do everything online as soon as you arrive. Without a personal code or a Lithuanian identification, many portals stay closed: plan for visits to the counter.
  • Declaring residence on behalf of your spouse. Each adult declares for themselves; for minor children, it is the parent they live with.
  • A landlord who cannot log in. The online declaration fails: you then have to go to the seniūnija or the municipality.
  • Forgetting to declare your departure. Health insurance contributions may keep accruing.
  • Using the wrong website. Use the official addresses (migracija.lrv.lt, vmi.lt, sodra.lt, registrucentras.lt, epaslaugos.lt).

What changes by country of origin

  • EU and EEA citizens: certificate of the right of residence, then the same procedures; eIDAS login is possible on some portals.
  • Swiss citizens: same procedures as EU citizens (MIGRIS treats EFTA citizens, Switzerland included, like EU citizens); for eIDAS login to the Registrų centras self-service, the official page only mentions EU citizens and holders of an activated e-resident card: without a Lithuanian identification, use an activated e-resident card or the counter procedures (Registrų centras).
  • British citizens (Scots included): residence permit applied for through MIGRIS; the Lithuanian residence permit then allows you to obtain LT ID. Those who were living in Lithuania before the end of 2020 come under the Withdrawal Agreement.
