Who does what in the Luxembourg administration, and what can you do online on MyGuichet.lu?
In Luxembourg, your entry point is your commune: you declare your arrival and your registration there (see LU-SEJOUR-TOUS-001), and that is where your entry in the national register of natural persons is born. Your matricule (13-digit national identification number) then serves you in your dealings with the administration, for example to register on MyGuichet.lu. Almost everything is done online on MyGuichet.lu, with a LuxTrust product, the GouvID app or, if you come from certain EU countries, your national electronic identity (without being able to sign your procedures).

- Varies depending on the procedure. Authentication: LuxTrust from €50 for 3 years (app), €110 (Scan) or €136 (smart card) according to the individuals' order page; no price indicated for GouvID on the page read

Key authorities
- Commune (Biergercenter in Luxembourg City): declaration of arrival, registration of EU citizens, changes of address and civil status, enrolment in the école fondamentale (see LU-ECOLE-TOUS-001).
- Centre commun de la sécurité sociale (CCSS): affiliation to social security (employees via the employer, self-employed people themselves); it issues your social security card, sent by post (see LU-NIF-TOUS-001).
- Caisse nationale de santé (CNS): private-sector health insurance fund, reimbursement of care (see LU-SANTE-TOUS-001).
- Administration des contributions directes (ACD): income tax and tax withholding card, issued automatically after your affiliation (see LU-IMPOTS-TOUS-001).
- Administration de l'enregistrement, des domaines et de la TVA (AED): VAT for self-employed people and businesses, registration duties.
- Caisse pour l'avenir des enfants (CAE): family allowances: €315.04 per child per month at 1 June 2026 (scheme in force for entitlements opened since 1 August 2016; a transitional scheme exists for families with 2 or more children who were already receiving the allowance before that date), plus a €23.81 supplement from 6 to 11 years and €59.44 from 12 years, indexed with the sliding scale (June 2026 social parameters); a child raised abroad one of whose parents works in Luxembourg is also entitled to it, with an amount that may vary depending on the allowances already paid in the country of residence.
- Agence pour le développement de l'emploi (ADEM): job search and unemployment.
- Société nationale de circulation automobile (SNCA): vehicle registration and driving licences.
- Ministère de l'Éducation nationale, de l'Enfance et de la Jeunesse: secondary education, recognition of qualifications (see LU-ECOLE-TOUS-001).
Online services
- MyGuichet.lu: the State's secure platform for procedures (tax return, authorisations, requests for documents). Some procedures require strong authentication (others are done without authentication). To register, you already need your matricule and your own authentication product (LuxTrust, Luxembourg electronic identity card or eIDAS means), and you must do it from a computer; the mobile app is then used, once your device is paired with your account.
- LuxTrust: authentication and electronic signature product. On the individuals' order page (October 2026): app from €50 for 3 years (activated within 48 hours), Scan (physical device) from €110, smart card from €136 (plus a compatible card reader); the Token no longer appears there. A LuxTrust product is also used to create a professional space on MyGuichet.lu, like the Luxembourg electronic identity card or an eIDAS means.
- GouvID: the State's electronic identification app (it relies on the certificates of the Luxembourg electronic identity card: you activate them when you apply for a new card, and the app reads the card through your phone's NFC chip; it also lets you sign procedures on MyGuichet.lu; the services accessible are MyGuichet.lu, eCDF and the trade register applications; the official page mentions neither the electronic residence permit nor the passport: without a Luxembourg electronic identity card, plan on LuxTrust or eIDAS instead).
- eIDAS: if you have a recognised electronic identity from one of these 23 countries (Germany, Austria, Belgium, Cyprus, Croatia, Denmark, Spain, Estonia, Finland, France, Italy, Latvia, Liechtenstein, Lithuania, Malta, Netherlands, Poland, Portugal, Czech Republic, Romania, Slovakia, Slovenia, Sweden), you can log in to MyGuichet.lu. Without a matricule, you can even request one online through the eIDAS registration procedure. Limit: you cannot sign your procedures (for example your tax return) with a foreign eIDAS means.
Steps
- Declare your arrival to the commune, then complete your registration (LU-SEJOUR-TOUS-001).
- Start your job: your employer affiliates you to the CCSS; you receive your social security card by post (in principle within 3 weeks).
- Check your tax withholding card (issued on average within 30 working days after affiliation).
- Create your MyGuichet.lu access from a computer, once you have your matricule, with LuxTrust, GouvID (Luxembourg electronic identity card) or your eIDAS identity.
- Family: apply for family allowances from the CAE and enrol your children at your commune's school.
- Car: an imported vehicle must be registered with the SNCA within 6 months of your declaration to the commune (a technical inspection may be required). Your licence from an EEA country remains valid, but must be registered with the SNCA.
Common pitfalls
- Wanting to sign your tax return with a foreign identity. This is not possible: plan on LuxTrust or GouvID, or file the paper form.
- Forgetting to declare a change of address or civil status to the commune: your tax withholding card and your entitlements depend on it.
- Confusing commune and ministry: the école fondamentale is the commune's responsibility, secondary school the State's.
What changes by country of origin
- Countries on the eIDAS list: login to MyGuichet.lu possible with your national identity (France, Belgium, Germany, Netherlands, Portugal, Italy, Spain, etc.).
- Other EU countries, United Kingdom (Scotland included) and Switzerland: you will need a LuxTrust product (GouvID requires the Luxembourg electronic identity card).
