Offices that work in Latvian, behind a secure login
Almost everything runs through your personal code and an electronic ID, and offices work in Latvian: a foreign document usually has to be translated. Your first application for the registration certificate can only be made once you are in the country.

Step 1
Ask for your registration certificate
If you stay more than 90 days, apply to the PMLP once you are in Latvia. The certificate brings your personal code, and the first issue carries no fee.

Declare where you live
Do it within a month of moving in. Online on latvija.lv it is free, at the counter it costs €4.27. If your certificate application already holds the details, it counts as your declaration.

Step 3
Get a secure electronic ID
Since 1 January 2026 the tax office's online system accepts only secure means, such as qualified Smart-ID, the eID card or eParaksts. latvija.gov.lv dropped online-banking login on 1 January 2025.
