Public services and online portals

Who does what, digital identity, the order of steps.

Which Romanian authorities do what, and what can you do online when you settle in?

In Romania, your first points of contact are the immigration office (IGI) for your registration certificate and your CNP, the tax authority (ANAF) for your taxes, the health insurance fund of your county (CAS) for your health cover, and your town hall (primăria) for local taxes. Online, the key tool is ANAF's Spațiul Privat Virtual (SPV), which is free and covers your tax returns and tax file; ROeID, the State's single identifier, is currently created using the data of Romanian citizens, and whether it is open to resident foreigners remains to be confirmed.

Costs
ANAF SPV free of charge; other services: varies

Key authorities

  • Residence: Inspectoratul General pentru Imigrări (IGI, immigration office), office of your județ (county). Registration certificate and CNP (see RO-SEJOUR-TOUS-001).
  • Taxes: Agenția Națională de Administrare Fiscală (ANAF) and its local administrations. Tax number, Declarația unică, VAT (see RO-NIF-TOUS-001 and RO-IMPOTS-TOUS-001).
  • Health: Casa Națională de Asigurări de Sănătate (CNAS) and the county funds (case de asigurări de sănătate, CAS): insured status, health card, family doctor (see RO-SANTE-TOUS-001).
  • Pensions: Casa Națională de Pensii Publice (CNPP) and its territorial offices.
  • Employment: county employment agencies (AJOFM), under the authority of the ANOFM; the list of agencies, with a link to each one's website, is on anofm.ro (section "Agenții județene").
  • Driving licences and vehicle registration: the DRPCIV (directorate for driving licences and vehicle registration) and its county services.
  • Businesses: Oficiul Național al Registrului Comerțului (ONRC), registration of PFAs and companies (see RO-ENTREPRISE-TOUS-001 and -002).
  • Municipality: the primăria and its local taxes and charges department, for the tax on your home, your land and your car (see RO-IMPOTS-TOUS-002).

Online services

  • SPV (ANAF): free service to check your tax obligations, receive documents from the tax authority, see your social contributions and file your returns. Online registration for individuals; exact conditions for a foreigner with a CNP: to be confirmed on the registration page.
  • ROeID: the State's single sign-on system (Single Sign-On), set up by the Authority for the Digitalisation of Romania and linked to Ghișeul.ro. The site states that identities are generated for all Romanian citizens; access for a resident foreigner remains to be confirmed.
  • Ghișeul.ro: online payment of taxes and charges for the municipalities that are connected to it.
  • myportal.onrc.ro: trade register procedures.

Steps

Recommended order for an EU citizen:

  1. IGI: within 3 months of arriving, apply for your registration certificate; it shows your CNP.
  2. ANAF: use your CNP as your tax number; submit the tax residence questionnaire on arrival and create your SPV.
  3. Health: have your insured status established (employee, S1 or paid CASS) at the fund of your county, then register with a family doctor (medic de familie).
  4. Depending on your situation: PFA or SRL at the ONRC, enrolment of your children at school (see RO-ECOLE-TOUS-001), local taxes at the town hall if you buy property.

Common pitfalls

  • Waiting for the CNP before doing anything. Before you have it, ANAF may give you a provisional tax number if you already have a tax obligation.
  • Relying on ROeID. Plan to go to a counter for some procedures until foreigners' access to the digital identity is confirmed.
  • Paying at the ONRC counter. No longer possible since 15/10/2026.
  • Language: the websites and forms are mostly in Romanian; the IGI publishes some information in English.

What changes by country of origin

  • EU, EEA and Swiss citizens: registration certificate at the IGI, with CNP.
  • British citizens (Scots included): residence permit (Withdrawal Agreement or the general regime for foreigners) issued by the IGI; see RO-SEJOUR-TOUS-001.
