I am moving to Slovenia: which authorities do what, and what can I do online?
In Slovenia, your first port of call is the upravna enota (administrative unit for your area): residence, address and personal documents. Next come the FURS for the tax number and taxes, the ZZZS for health insurance and the employment service for finding work. Almost everything can be done online on eUprava and eDavki, but you first need an identification number (EMŠO), a tax number and a digital certificate.
- Costs
- Basic procedures free or inexpensive; amounts depend on the procedure and the upravna enota
- Timeframes
- Residence: before the end of the first 3 months; address: within 8 days; tax number: confirmation within 8 days
Key authorities
- Upravna enota (administrative unit, one per area): residence registration certificate, declaration of temporary or permanent address, driving licence, vehicle registration and most documents. It is also a SPOT point for setting up a business.
- FURS (Finančna uprava Republike Slovenije, Financial Administration): tax number (davčna številka), income tax, contributions of the self-employed, VAT. Portal: eDavki.
- ZZZS (Zavod za zdravstveno zavarovanje Slovenije, health insurance institute): compulsory health insurance, insurance card, compulsory health contribution (OZP, €39.36 per month from 01/03/2026 to the end of February 2027). See SI-SANTE-TOUS-001.
- ZPIZ (pension and disability insurance institute): Slovenian pensions.
- Employment service (Zavod RS za zaposlovanje, ESS): job offers and registration as a jobseeker; according to EURES, neither this service nor agencies may charge you for placement.
- AJPES and SPOT: business register and one-stop shop for setting up a business (see SI-ENTREPRISE-TOUS-001).
- Občina (municipality): local taxes such as the building land use charge (NUSZ), crèches and basic schools, local services.
- Infotujci.si: the official information portal for foreigners, with an information centre reachable by email, phone or in person.
Online services
- eUprava (e-uprava.gov.si): the State's portal for procedures, in Slovenian, English, Italian and Hungarian. Login through SI-PASS, the State's authentication service.
- eDavki: the FURS portal (returns, informative tax calculation, contributions).
- Digital certificate: to log in and sign online. Issuers cited by eUprava: SIGEN-CA (State), POŠTA®CA (Post Office), AC NLB (NLB bank) and Halcom. A foreign national over 15 can apply for a SIGEN-CA certificate if they already have a Slovenian EMŠO and tax number. Validity: 5 years. According to SI-TRUST, the SIGEN-CA certificate for individuals is free of charge, the application is made in person at the SIGEN-CA registration counter of an upravna enota, with an identity document, and the data to collect the certificate is sent at the latest 10 working days after approval.
- What works online for a foreign national: the address declaration can be made on the spot, by registered post, by email or through eUprava; the application for a residence certificate can be submitted in person, by post or electronically (see SI-SEJOUR-TOUS-001).
- What is done at the counter or by post: the tax number of a person without a Slovenian address (DR-02 form, in person at the financial office, through an authorised person or by post; online via eDavki, but you already need a digital certificate; see SI-NIF-TOUS-001) and setting up a business if you do not yet have a digital certificate (SPOT point, free services).
- Digital identity from another EU country: SI-TRUST states that citizens of other EU Member States and foreign nationals can log in through SI-PASS if they have a suitable means of login, without saying which; to create a SI-PASS account, you need a valid email address and a suitable means of login. Ask eUprava support (080 2002) whether your identity from your country of origin is accepted for the service you want.
Steps
Recommended order for an EU citizen:
- Residence registration certificate at the upravna enota, before the end of your first three months (see SI-SEJOUR-TOUS-001). According to EURES, this is when you receive your EMŠO (personal identification number); infotujci.si states that a foreign national receives it with their first residence permit.
- Address declaration within 8 days after your certificate is handed over. You need a lease or another right to occupy the home, a home with a street number (and apartment number), and at least 8 m² per person. A temporary address is valid for 2 years at most.
- Tax number at the FURS if you have not received it automatically: confirmation in principle within 8 days after a complete file, by post.
- Bank account: according to EURES, you need a valid identity document and, in principle, your Slovenian tax number.
- Health insurance with the ZZZS: through your employer from the first day of work, or depending on your situation (see SI-SANTE-TOUS-001).
- Digital certificate (SIGEN-CA or other) to do the rest online.
- Car and licence: for a Slovenian licence, you need residence in Slovenia of more than 6 months (eUprava). If you settle permanently with your car, you must register it and pay the taxes in Slovenia (EURES): the upravna enota sets the deadlines and costs.
Common pitfalls
- Wanting to do everything online from day one. Without an EMŠO, tax number and digital certificate, most things are done at the counter or by post.
- Missing the 8-day deadline for the address: it is what triggers automatic registration in the tax register from the Central Population Register (see SI-NIF-TOUS-001).
- Non-compliant housing. The upravna enota may refuse an address without a number, a non-residential premises or an overcrowded home (less than 8 m² per person).
- Old pages. Some English pages of eUprava have not been updated for years (the portal says so itself): if in doubt, check the Slovenian version or call the eUprava help centre (080 2002, Monday to Friday from 8:00 to 22:00).
What changes by country of origin
- EU and EEA citizens: the steps above.
- Swiss citizens: separate residence procedure: a temporary or permanent residence permit, issued on the basis of the EU-Switzerland agreement on free movement, to be requested from the upravna enota before the end of the first three months (GOV.SI; see SI-SEJOUR-TOUS-001). The address declaration then follows the same 8-day rule; for the tax number and the ZZZS, see SI-NIF-TOUS-001 and SI-SANTE-TOUS-001.
- British citizens (Scots included): third-country nationals since Brexit: residence permit first, with its own rules, then the same authorities.
