Newcomers to Austria collect documents the way tourists collect fridge magnets, and one of them is easy to overlook because EU citizens do not strictly need a visa. The Anmeldebescheinigung is the registration certificate for EU citizens who stay more than three months. It is not a permit, because your right to live in Austria comes from EU law. It is the paper that proves you have exercised it.

What is the Anmeldebescheinigung?

The Anmeldebescheinigung is the registration certificate issued to citizens of the EU and the EEA. Swiss nationals are treated the same way on the official Austrian pages. You apply for it in person within four months of arriving in Austria, at the settlement authority for your main residence, and you pay €44 at submission.

It is separate from the address registration. The Meldezettel says where you live and is due within three days; the Anmeldebescheinigung says why you are allowed to stay, and it is due within four months. One does not replace the other, and mixing them up is the commonest early mistake.

Which authority handles the Anmeldebescheinigung?

It depends on where you live:

  • Most areas: the Bezirkshauptmannschaft (district authority).
  • Cities with their own statute: the Magistrat.
  • Vienna: MA 35, in the department for EEA nationals.
  • Graz: the Styrian provincial government (Amt der Steiermärkischen Landesregierung).

Some offices ask you to book an appointment, so check the website before you turn up. For Salzburg, Innsbruck or Linz, look for the Magistrat of the city; these offices work with similar procedures but not identical ones.

What documents do you need?

The authority starts processing only when your application is complete, so gather everything before you go. In all cases you need a valid ID card or passport. After that, the rest depends on why you are in Austria:

  • If you work: proof of employment, for example your employment contract.
  • If you are self-employed: proof of your activity, such as your tax number or an extract from the trade register (the GISA).
  • If you have no job (a retiree or someone living on savings): proof of sufficient means (a bank balance or a pension statement) and comprehensive health insurance, so that you do not need social assistance.
  • If you study: proof of enrolment at a recognised institution, health insurance and proof or a declaration of sufficient means.
  • Foreign documents: a certified translation by a sworn translator is usually needed, and an apostille may be requested.

For health insurance, EU pensioners normally use an S1 form from the country paying their pension. See health insurance in Austria. Using the European Health Insurance Card alone is not enough for a stay: it is built for temporary visits.

Because the proof depends on your situation (employee, freelancer, student, retiree, cross-border mix), mistakes tend to happen at the "what do I bring?" stage. Moovy can help you build the list for your own case and point you to the right official page. You file the application yourself, in person.

How does the application work, step by step?

  1. Register your address first. Your Meldebestätigung is useful in the file and shows you are living at the address.
  2. Check the office's rules. Appointment or walk-in, opening days, accepted copies.
  3. Assemble the documents matching your situation, with translations where needed.
  4. Go in person before four months have passed since you arrived. Hand over the file and pay €44.
  5. Wait for the certificate. If it is not issued, you can claim your €44 back from the tax office, as the official page explains.

If you are close to the four-month limit and the office has no free slot, keep proof that you asked for an appointment. It shows good faith.

Which situations are tricky?

Freelancers. Proof of activity needs a tax number or a trade register extract. You get those after you start, which is a bit of a chicken and egg problem. See tax number in Austria for how the tax number is requested, and ask the office which proof it accepts at the start of your activity.

Retirees. Having a pension is not enough by itself: you must also be able to show comprehensive health insurance. A retiree with no S1 and no private cover may have to arrange an insurance first. The voluntary insurance from the ÖGK cost €565.25 a month in 2026, and it comes with a waiting period of six months for care in principle, unless you were insured just before. Plan ahead.

Students. Enrolment alone does not suffice: health insurance and means must be shown too.

Couples and families. Each adult applies on their own account, based on their own right of residence. Ask the office how to document family members who are not EU citizens, since their route is different.

Do you need to renew it?

The official page describes the certificate as the proof of your registration. After five years of lawful and continuous residence, you can ask for a certificate of permanent residence (Bescheinigung des Daueraufenthalts). Your time in Austria counts from your registration, so keep your records: Meldebestätigungen, payslips, insurance statements. If you have moved between provinces, a record of your addresses saves time later.

What changes for Swiss and British citizens?

Swiss nationals follow the same procedure as EU citizens, as the Austrian pages treat them alike.

British citizens became third-country nationals after Brexit. They cannot apply for the Anmeldebescheinigung. Those who were already living in Austria before 31 December 2020 could apply for a residence title under Article 50 of the Treaty on European Union by the end of 2021, and a late application can still be accepted for a reasonable reason. The fee for a new or replacement title is €91, according to oesterreich.gv.at. New arrivals use a national permit under the Settlement and Residence Act. Our article on moving to Austria from the UK goes into this.

A short checklist

  • Copy of passport or ID card, plus the original.
  • Proof of work, activity, means or study.
  • Proof of comprehensive health insurance, if you do not work.
  • Meldebestätigung.
  • Certified translations of foreign documents.
  • €44 for the fee.
  • A calendar note of your four-month deadline.

For the bigger picture of your first weeks, see the step-by-step guide to moving to Austria. The order matters: address first, then the certificate, then the rest of the paperwork.

What are the common mistakes, and how do you avoid them?

Waiting for the deadline. Four months sounds long until you add the time it takes to find an appointment, collect translated documents and open the right insurance. Start in the second month, not the fourth.

Bringing the wrong proof of means. The authorities want to see that you will not need social assistance. For a worker, the contract is the proof. For someone without a job, a balance or pension statement is the proof, so bring recent statements and, if they are not in German or English, a certified translation.

Relying on a travel insurance policy. The insurance must be comprehensive. Short-term travel cover and the European Health Insurance Card are not designed for a stay of months or years. If you are not sure that your policy qualifies, ask the office or an adviser before you buy a policy you may have to replace.

Forgetting the fee. The €44 is paid when you submit the application. Ask the office how it takes payment, since small offices sometimes prefer a card or a bank transfer.

Applying at the wrong office. The right office is the one for your main residence. If you have just moved to another province, say so, because the file may need to go to another authority.

Throwing away the certificate. You may need it when you apply for permanent residence, for some bank products or for a residence-related benefit. Make a digital copy.

Can the certificate be refused?

The official page notes that if the certificate is not issued, you can claim your €44 back from the tax office. A refusal usually follows from a file that does not prove work, enough means or comprehensive health insurance. If this happens, ask the office to state in writing what is missing, fix it and apply again. For complicated cases, such as a mix of income from several countries, a consultation with an immigration lawyer or an adviser is worth the cost.
