Bulgaria e-government is real, but it comes with counters. The country has put a lot of its administration online, and it has also kept a lot of counters. For a newcomer the right mental model is "digital after the first visit": you collect a code or sign an application in person, and the rest follows on screen. Here is who does what and how to get online access.

Which institutions are behind Bulgaria e-government?

  • Migration Directorate, Ministry of the Interior (МВР): your residence certificate and the foreigner's personal number. See residence in Bulgaria for EU citizens.
  • National Revenue Agency (НАП, NRA): tax returns, self-employed registration, VAT and social and health contributions. Information centre: 0700 18 700, infocenter@nra.bg.
  • National Health Insurance Fund (НЗОК, NHIF) and its regional funds (РЗОК): S1 registration and your GP.
  • National Social Security Institute (НОИ, NSSI): pensions, sickness and maternity benefits and unemployment benefit. You first register at the Employment Agency, then file at the regional NSSI office. Social and family assistance belongs to another body, the Social Assistance Agency.
  • Registry Agency: the commercial register and BULSTAT for companies and freelancers.
  • Your municipality (община): local taxes on property and vehicles, and nursery and kindergarten registration. Each municipality has its own procedure, often online in large cities.

How do you log in to the NRA portal?

The NRA portal (portal.nra.bg) accepts two kinds of access, according to the agency:

  1. A qualified electronic signature (квалифициран електронен подпис, KEP), which you buy from an authorised provider. Each provider sets its own identity check (in person or remote), price and validity.
  2. A PIK (персонален идентификационен код, personal identification code). You request it at any NRA office, by email, by telephone or through the secure messaging system edelivery.egov.bg, and you collect it in person, or through an agent with a notarised power of attorney, in a sealed envelope. The NRA page mentions no fee.

Note that the NRA page describes the PIK together with the EGN, the number of Bulgarian citizens. Whether and how a foreigner with an LNCh uses it is to be confirmed at the counter. That is one more reason to read the Bulgaria LNCh number guide before you go.

What can you do on egov.bg?

egov.bg is the government's portal of electronic services. It has a personal area and a section for foreigners living in Bulgaria, but the identification methods for foreigners are not spelled out on the page we read, so check them before you plan around it. The Registry Agency has its own portal (portal.registryagency.bg), where company applications are filed, and its page on how to register a company is the place to start.

In practice the question is rarely "which portal?" but "which office do I need today, with which paper?". Moovy can map your situation to the right institutions and the right order. It does not log in or file anything on your behalf.

What order works best for an EU citizen?

  1. Migration office: within three months, apply for the certificate of prolonged residence and check your LNCh appears.
  2. Address: keep the proof of your address from the residence file.
  3. NRA: request your PIK, or buy a KEP; with no LNCh, the NRA can give you a service number.
  4. Health: register your S1 or start paying contributions, then choose a GP. See healthcare in Bulgaria.
  5. Your situation: BULSTAT and NRA within 7 days if you become self-employed; school enrolment for children; local taxes if you buy.

What traps should you avoid?

  • Counting on 100 per cent online. The PIK is collected in person, and many procedures stay at the counter.
  • Ignoring the alphabet. Forms and sites are mostly in Bulgarian, in Cyrillic. Keep the same transliteration of your name on every document.
  • Paying from a page still in leva. Since 1 January 2026 the currency is the euro, and some official tariffs have not yet been converted.

What is Bulgaria e-government, and how far does it go?

Bulgaria e-government rests on a few portals rather than a single door. The tax and contribution services sit on the National Revenue Agency portal. The commercial register has its own portal at the Registry Agency. The general catalogue of state services is egov.bg, run under the ministry responsible for digital transformation. Each portal has its own login, which is why the choice of access method matters.

For a newcomer the realistic expectation is a hybrid: first visits at counters, then online filing once you hold a code or an e-signature. The agency's page lists what the portal offers: returns, payments and certificates. The detail of every service is in Bulgarian, so work through it with a translator or a trusted local the first time.

Should you buy a qualified electronic signature?

A KEP (квалифициран електронен подпис) works across portals and is the only practical choice if you plan to file company papers online. It also saves you the in-person collection of a PIK. The price, validity and identity check are the provider's own: some ask you to appear in person, others verify remotely. We have not compared providers, so look for one on the list of qualified trust service providers and ask what ID they accept from a foreigner.

For a simple employee with one salary and no other income, a KEP is probably overkill. For a freelancer or company manager who files monthly, it may pay for itself in saved trips.

How do you request and collect a PIK?

Ask for it at any NRA office, by email, by telephone or through the secure messaging system, as the agency's page explains. The code is handed over in a sealed envelope and only to you, or to an agent holding a notarised power of attorney. Bring your identity document and your residence papers. If you live far from an office, remember that the agent route requires a notary, which costs time and money, so a single trip is often cheaper.

Treat the envelope like a banking PIN. Do not share it, do not photograph it and store it away from your passport. If it is lost, ask the NRA how to get a new one.

What can go wrong with online services?

  • Name mismatch. If your name is spelled differently across documents, an automated check may reject you. Keep one transliteration.
  • Number confusion. A portal that asks for an EGN may not accept an LNCh the same way; ask the institution how a foreigner fills the field. See the Bulgaria LNCh number guide.
  • Deadlines. Online filing does not extend a deadline. The annual return still closes on 30 April for individuals, according to the NRA.
  • Leva. Some forms and tariffs still show leva; convert at 1.95583 per euro.

Where can you get help in your own language?

Contact centres exist, but not all speak English. The NRA information centre is on 0700 18 700 (infocenter@nra.bg), the Migration Directorate on +359 2 982 4808 and the Employment Agency information line on +359 2 980 87 19, according to the agency and EURES pages we read. If you want help understanding what a message from an institution means, a friend, a translator or an adviser can help; the filing, the signature and the decision remain yours.

Where next?

Start from the guide to moving to Bulgaria for the whole sequence, and treat Bulgaria e-government as the second step after your first visit to a counter. Procedures change, so check each institution's website or phone line.
