03The paperwork
In Estonia everything runs from your isikukood, and you get it by registering your address with your municipality, in person the first time. Only after that can you ask for your ID card, the key to the online services.
04How Hello Expat helps
Hello Expat gives you the order and the official source for each step. Moovy prepares your file and drafts your emails. You go to the municipality and sign yourself.
Step 1
Take your lease, or the owner's written agreement, to your municipality and file the elukohateade. The municipality creates your isikukood at the same time, and your five-year right of residence follows. The Interior Ministry gives 14 days to file.

Step 2
Ask the Police and Border Guard Board (PPA) for the EU-citizen ID card within a month of registering. It costs 45 euros, and it is your key to the online services.

Step 3
If you work, your employer registers you, and cover starts 14 days after your start date. Then send a written request to a family doctor, who answers within seven working days.

I'm moving to Tallinn from Spain with a job. When do I have to register, and what do I get?
Register your address with your municipality as soon as you move in, in person the first time. The Interior Ministry gives 14 days to file, so do not wait. Registering gives you your isikukood and a five-year right of residence. Then ask the police (PPA) for your ID card within a month. Your employer registers you for health insurance, and cover starts 14 days after your start date.

Your steps one after the other, each with its official source. The next one is always at the top.
Add an appointment: we email you seven days before, then the day before. My schedule shows it all, month by month.
Your documents are encrypted before they are stored, with a different key for each document, kept apart from our servers. Nobody on the team has a tool to open them. Moovy reads each document you add to file it, and every reading appears in your log. You can delete everything whenever you like.
When Moovy reads a document, the text is processed by our AI provider, in the United States.
A short questionnaire after sign-up fills in My situation for you. Moovy uses it from your first message.
Add your partner, children, parents, and your dog or cat. Moovy adapts its advice: school, health insurance, and for pets the microchip, rabies vaccine and pet passport.
Your landlord only speaks Greek? Moovy drafts the email in Greek, with a translation. You check it, and you send it yourself.
