Almost everything in Spain starts with your NIE, and the NIE comes with your residence certificate. Most offices only see you by appointment (cita previa) and ask for originals and copies.

Step 1
Register at the town hall
Sign up in the padrón, the register of your Ayuntamiento. The ministry asks for it before your residence request, so do it as soon as you have an address.

Step 2
Get your registration certificate
Within three months of arriving, book a cita previa at the Oficina de Extranjería, fill in form EX-18 and pay the 12 euro fee with modelo 790, code 012. You leave the same day with your certificate, and your NIE is on it.

Step 3
Claim your health card
Once your right to care is recognised, through your work or by the INSS, your region's health service gives you a tarjeta sanitaria, usually at your neighbourhood health centre.

Not if you are settling in Spain. You register as a resident: the padrón at the town hall first, then an appointment at the Oficina de Extranjería with form EX-18 and a 12 euro fee. The certificate you leave with carries your NIE. If a landlord needs it before you arrive, you can request it alone with form EX-15 for 9.84 euros, at an Oficina de Extranjería or a Spanish consulate. You send the papers yourself, and I can draft your email to the landlord.
