04How Hello Expat helps

Your Finnish admin, in the right order

Hello Expat lists your steps in the order Finland expects them, each with its official source and the date it was checked. Moovy, your personal assistant, is an AI: it answers with the page it used, and drafts the emails you send yourself.

  1. 1

    Step 1

    Register your right of residence

Staying more than three months? Apply to Migri within three months of arriving, online in Enter Finland or on paper. The fee is €53 in 2026, then you visit a Migri service point to prove who you are. Nordic citizens skip this step.

    Source: Migri

  2. 2

    Step 2

    Register with the DVV

The DVV (the Digital and Population Data Services Agency) gives you your henkilötunnus if you do not have one yet. You visit in person, by appointment. If you settle for at least a year, the same form asks for your kotikunta, the municipality that opens public services, health care among them.

    Source: DVV

  3. 3

    Step 3

    Tell Kela you have moved

In OmaKela, Kela's online service, you declare your move and ask for your Kela card. Kela needs your henkilötunnus and a bank account before any application. A job paying at least €800.02 a month can also bring you into Finnish social security.

You

I am French and I start a job in Helsinki next month. Do I have to wait for my Migri registration before I start work?

Moovy

No, you don't. An EU citizen can start work as soon as they arrive, even while Migri, the Finnish immigration service, is still looking at the registration. You only register your right of residence if you stay more than three months, and you must apply within three months of arriving. The fee is €53 in 2026. As an employee, you can register only once your contract has started.

    A vault for your papers

Your documents are encrypted before they are stored, with a different key for each document, kept apart from our servers. Nobody on the team has a tool to open them. Moovy reads each document you add to file it, and every reading appears in your log. You can delete everything whenever you like.

When Moovy reads a document, the text is processed by our AI provider, in the United States.
