I'm settling in Greece: which authorities do what, and what can I do online (myAADE, gov.gr)?
In Greece, three numbers open almost every door: the ΑΦΜ (AFM, tax number) issued by the ΑΑΔΕ (tax authority), the ΑΜΚΑ (AMKA, social security number) issued by the e-ΕΦΚΑ or a ΚΕΠ (citizen service centre), and the residence registration certificate issued by the police. Once you have your AFM, your TAXISnet codes give you access to most online state services on gov.gr and myAADE. The first procedures (residence, AMKA) are done in person.
- Costs
- AFM and AMKA free (MITOS); residence registration certificate: see GR-SEJOUR-TOUS-001; certificate of transfer of residence (duty-free import of your belongings): €120 (MITOS)
- Timeframes
- Residence: after the first 3 months; AFM: estimated duration of 30 minutes (MITOS); AMKA: 15 to 30 minutes at the counter (MITOS)
Key authorities
- Hellenic Police (aliens departments in Attica and Thessaloniki, police stations elsewhere): registration certificate for EU citizens after 3 months (see GR-SEJOUR-TOUS-001).
- ΑΑΔΕ (tax authority) and its ΔΟΥ offices: AFM and access codes, taxes, start of activity, customs (moving your belongings and your car). Portal: myAADE; helpline my1521. See GR-NIF-TOUS-001 and GR-IMPOTS-TOUS-001.
- e-ΕΦΚΑ (single social security fund): AMKA, affiliation, contributions, pensions. Online services myEFKA, appointments and video call myEFKA live.
- ΚΕΠ (Κέντρα Εξυπηρέτησης Πολιτών, citizen service centres): local multi-purpose counters, notably for the AMKA (application in person).
- ΕΟΠΥΥ (national health benefits organisation): reimbursements and entitlements to care. See GR-SANTE-TOUS-001.
- ΔΥΠΑ (DYPA, public employment service, formerly OAED): job offers, unemployment, apprenticeships.
- Δήμος (municipality): nurseries, enrolments, local civil registry, local services.
- Greek consulates and Ministry of Foreign Affairs: certificate of transfer of residence (πιστοποιητικό μετοικεσίας) to import your belongings duty-free (€120, according to MITOS).
- MITOS (mitos.gov.gr): the official registry of all Greek administrative procedures, with the documents, costs and timelines for each.
Online services
- myAADE (myaade.gov.gr): AFM, tax returns, requests to the tax authority (My Requests: change of address, start of activity, appointment of a tax representative…), with your TAXISnet codes.
- gov.gr: the single portal for state services. Many procedures are fully digital there (setting up a company in 3 days, for example), but you need TAXISnet codes and an active AFM.
- myEFKA: insurance history, certificates, contributions of self-employed people.
- What necessarily has to be done in person at the start: residence registration at the police and the AMKA (issuance and activation), submitted only in person at the e-EFKA or at a KEP (MITOS). The AFM application is submitted online, with identity verification by video call or at the counter (see GR-NIF-TOUS-001).
Steps
Recommended order for an EU citizen:
- AFM as soon as possible (lease, bank account, employment contract, purchase): online application on myAADE.
- Housing: lease, declared to the AADE by the landlord; it will serve as your proof of address.
- Residence registration certificate at the police after the first 3 months. EURES (31/07/2026) states that it is free; the official MITOS sheets mention a €0.50 stamp: the difference is 50 cents (see GR-SEJOUR-TOUS-001).
- AMKA at the e-EFKA or at a KEP, in person, free (15 to 30 minutes). MITOS describes two procedures for an adult EU citizen: issuing the number (valid EU identity card or passport and proof of your AFM) and its activation (proof of your actual residence in Greece, for example your EU citizen registration certificate or proof of your address, and an S1 or A1 form depending on your situation; see GR-SANTE-TOUS-001), then family doctor.
- TAXISnet codes activated, to do the rest online on gov.gr and myAADE.
- Car and belongings: if your habitual residence was outside Greece for at least the last 24 months before you settled, you can import your personal effects and your vehicle without customs duties, VAT or registration tax (law 5222/2025, article 157). The vehicle must belong to you and have been used by you for at least 6 months before the move, and the exemption applies to one vehicle per category (car, motorcycle, caravan, pleasure boat, private aircraft). You need the certificate of transfer of residence issued by the Greek consulate of your last place of residence (€120 according to MITOS, valid 12 months; the application is also possible from Greece). You may not sell, rent, lend or pledge the vehicle for 1 year from acceptance of the customs declaration. If you come from America, Africa, Oceania or certain Gulf countries (Iraq, Jordan, Kuwait, Saudi Arabia, Bahrain, Qatar, United Arab Emirates), the law provides for a car a partial exemption from the registration tax (80% up to 2,000 cm³, 50% above) and VAT remains due. A restriction linked to the car's emission standard (Euro) is possible: confirm with customs (AADE) before importing.
Common pitfalls
- Everything rests on the AFM and TAXISnet. Without them, no gov.gr, no myAADE, and many doors closed (bank, lease, electricity).
- Arriving without proof of address. It is requested for the residence registration certificate (lease, bill or tax return, according to MITOS) and, in the form of proof of actual residence in Greece, for activating the AMKA.
- Forgetting the certificate of transfer of residence before having your furniture and car brought over: request it from the Greek consulate of your last place of residence before the move (or from Greece, through the Ministry of Foreign Affairs, if you have already arrived). The law also allows customs clearance before the move against a guarantee, the certificate then having to be provided within 6 months.
- Language. The forms and most online services are in Greek; MITOS exists partly in English.
What changes by country of origin
- EU and EEA citizens and Swiss citizens: entry with the identity card, free residence for 3 months, then registration certificate (EURES).
- British citizens (Scots included): third-country nationals since Brexit: national visa and residence permit (see GR-SEJOUR-TOUS-001), then the same authorities.
- Mount Athos: autonomous territory with its own access regime (entry permit), outside the scope of this sheet.
