On a Hungarian motorway you do not stop at a toll booth. You pay in advance, online, and a camera reads your number plate. Miss that step and the fine arrives at the car rental or in your post box months later. Driving in Hungary is easy once you know three things: whether your licence stays valid, how a foreign car becomes a Hungarian one, and the vignette.
Does your licence stay valid for driving in Hungary?
Yes, with limits. A licence issued in the EEA is valid in Hungary until its expiry date, then you can exchange it for a Hungarian one through a simplified procedure, according to EURES. Your Europe adds that an exchange is compulsory only if the licence is lost, stolen or damaged, if you commit an offence in Hungary, or if a licence valid for life is required to be exchanged after two years of residence. Otherwise, you renew under Hungarian rules when it expires.
Non-European family members cannot drive on their foreign licence in Hungary and must exchange it.
How do you import a car before driving in Hungary?
If you bring a car from another EU country, or buy a second-hand one there, the road to Hungarian plates has five stops.
- Book the honosítás at a government office's inspection station or, for a car (category M1) or small van (N1), at a station of the national network run by the Magyar Autóklub. The station checks the car's identity and papers, and accepts a valid inspection from your home country; a car over six years old or with more than 160,000 km also has its emissions measured. You leave with a technical record. The fee is 11,100 HUF in 2026.
- Declare and pay the registration tax (regisztrációs adó) to the tax authority with your technical record, proof of ownership and foreign registration certificate. Payment is the condition for putting the car on the road.
- Pay the transfer duty on the vehicle (vagyonszerzési illeték), calculated from engine power in kW and age. It does not apply to cars classed as environmentally friendly under the vehicle tax law: ask the NAV whether yours qualifies.
- Insure the car with compulsory third-party liability (KGFB).
- Register it at a kormányablak with the technical record, to receive Hungarian plates and certificate.
You will need the foreign registration certificate, proof of a valid inspection in your home country, the certificate of conformity (COC) for a car registered after 1999, proof of ownership, your ID and a Hungarian address.
How much do registration tax and duty cost?
The registration tax depends on power, environmental class and the date of first registration, and falls as the car ages. Hybrids and gas vehicles have their own category since 1 March 2025. A fully electric car pays nothing. The tax authority offers an indicative simulator, and amounts are revalued each year. The NAV booklet shows no exemption for moving house.
The 2026 transfer duty is charged per kW and depends on age (0 to 3 years, 4 to 8 years, over 8 years):
- up to 40 kW: 550, 450 and 300 HUF per kW;
- 41 to 80 kW: 750, 550 and 450 HUF;
- 81 to 120 kW: 850, 750 and 550 HUF;
- over 120 kW: 950, 850 and 750 HUF.
Age is counted from the year of manufacture. The rates are indexed every year on July inflation, and the NAV publishes next year's before 31 October, so the 2027 rates will replace these.
Importing a car is where budgets go wrong, because the registration tax on a recent, powerful petrol car can be high. Moovy can walk you through the order of the steps and the documents for your car. The calculation and the payments are yours to make with the tax authority.
How does the motorway vignette work?
An electronic vignette is compulsory on motorways and paid expressways. The 2026 prices for a car (category D1) are:
| Duration | Price |
|---|---|
| 1 day | 5,550 HUF |
| 10 days | 6,900 HUF |
| 1 month | 11,170 HUF |
| 1 year | 61,760 HUF (valid until 31 January the following year) |
A county vignette costs 7,190 HUF a year, and a regional one for Pest, Fejér, Komárom-Esztergom and Győr-Moson-Sopron costs 15,000 HUF. Buy it only at the official operator's tariff and be wary of resellers; the operator warns about them.
What does a "new car" mean for VAT?
If the car is "new" in VAT terms (6,000 km or fewer, or six months or fewer since first registration), the tax authority also charges VAT when you are not a VAT-registered business. Check this before you buy a nearly new car abroad.
What changes if you are British?
The UK joined the Geneva (1949) and Vienna (1968) conventions, so your UK licence lets you drive in Hungary for one year from the start of your stay. Then you must convert it into a Hungarian licence, without an exam if you declare that you lived in the UK when it was issued. The fee in 2026 is 9,000 HUF, you file at a kormányablak and your British licence is withdrawn when you receive the Hungarian one. A car arriving from outside the EU, including from the UK, Switzerland or Norway, adds customs duties and a customs procedure with the tax authority. More on this in moving to Hungary from the UK.
For the rest of your first weeks, read moving to Hungary. Rates are revalued every year: before you ship or buy a car, ask the NAV, or an accountant in Hungary, to confirm the tax for your own vehicle.
What are the rules once you are driving in Hungary?
Third-party liability insurance (KGFB) is compulsory before the car is registered, so arrange it as soon as you have the technical record. Keep your licence, registration certificate and insurance proof in the car. We deliberately leave speed limits, winter tyre rules and fines out of this article: they are traffic rules that change, and the police and the government portal publish the current ones. Check them before your first long drive.
Also keep in mind that the electronic vignette is tied to your number plate. When you change plates after registration, make sure the vignette is linked to the new plate, because a camera reads the plate and does not see a sticker. Buying from the official operator, at the official tariff, is the safe route, since the operator warns against resellers.
Is it worth importing a car at all?
It depends on the car. For a modern petrol car with high power, the registration tax can be significant, and the transfer duty adds to it. For a fully electric car there is no registration tax. For an older, low-power car, the costs are small. The tax authority offers an indicative simulator, so do the calculation before you decide to ship your car rather than buy locally.
If you are unsure, compare with the alternative: leave the car at home, rent for the first months, and decide once you know whether your town needs one. Whether you need a car depends on where you settle. The best places to live in Hungary explains how daily needs differ.
What changes for family members?
Non-European family members cannot drive on their foreign licence in Hungary and must exchange it. Check this before they arrive, so that nobody drives uninsured on a licence that is not recognised.
Registering a car also asks for a Hungarian address, which you only have once you have registered your stay; see residence in Hungary for EU citizens. Keep driving in Hungary on your agenda for the second month, not the first, unless you cannot do without a car.
