Lithuania is small enough that the question "where?" is mostly a choice between three cities. Each has a different rhythm, a different rent and a different answer to "can I work in English?". There is no objective best place to live in Lithuania, only a best fit for your job, your children and your budget.
We use official or institutional figures only, with the year, and we do not rank cities with invented scores.
Is Vilnius the best place to live in Lithuania for expats?
For many, yes, because the system is built around it. Vilnius is the capital. International House Vilnius offers free advice by appointment on registration, insurance and other steps, and the Go Vilnius portal gathers practical information in English. The jobs in English concentrate here and in Kaunas, in services and IT (Go Vilnius, IOM).
Education is also stronger for expat families: the Lycée international français de Vilnius, Vilnius International School, the British School of Vilnius and the Australian International School in Vilnius are the options cited, and Vilnius pays a compensation of €120 a month to families using a private nursery (IOM, undated). Details in schools in Lithuania for expat children.
The price of this convenience is rent: from €410 a month for a studio and €650 for a two-room flat (EURES, April 2025). Property in the centre ranges from €2,300 to €8,500 a square metre (IOM, December 2025).
What about Kaunas?
Kaunas is cheaper than Vilnius on the same ranges: rents from €320 for a studio and €470 for a two-room flat (EURES, April 2025), and central property from €1,950 to €4,200 a square metre (IOM, December 2025). It is also cited, with Vilnius, as a place where English-speaking jobs concentrate. Our official sources give no more detail, and we do not repeat reputation without a source: visit before you decide.
An honest note on services: the French embassy in Vilnius lists honorary consuls in Kaunas and Klaipėda, which says something about where French-speaking communities exist, though not about daily life.
What about Klaipėda?
Klaipėda is the Baltic port city. Rents are around €300 for a studio and €400 for a two-room flat (EURES, April 2025), and central property costs from €1,300 to €3,800 a square metre (IOM, December 2025). It is the cheapest of the three on these figures. The Klaipėda region also pays a compensation of €250 a month for private nurseries (IOM, undated).
Comparing a job offer in Vilnius with a cheaper life in Kaunas or Klaipėda? Moovy can lay your own figures against the official ones and tell you what to check, from rent to nursery places.
Which city fits your situation?
| You are... | Look first at |
|---|---|
| Working in English, IT or services | Vilnius, Kaunas |
| Bringing children and wanting an international school | Vilnius |
| Watching the budget | Klaipėda, Kaunas |
| Retired and living on a pension | The city where your monthly budget fits |
| Remote worker | Any of them: check tax residence with the tax office |
Šiauliai, a smaller city, is in the IOM figures at €960 to €2,500 a square metre. For anywhere smaller, ask the municipality about nursery places and schools before committing.
What do all cities share?
The paperwork is national: the same residence certificate, the same address declaration, the same Sodra (moving to Lithuania). Public schools teach in Lithuanian. The winter is the same everywhere: short days and cold, so winter tyres from 10 November if you drive (driving in Lithuania).
How do you test a city before moving?
Spend your three tax-free months there in the dark season if you can. Rent a short stay, see how long the winter commute feels, and check heating costs: ask the landlord for last winter's bills. Then compare your real costs against the ranges above, not a generic ranking.
Do not forget that you will need a declared address of at least 7 m² per adult to complete your registration, wherever you land.
What are the best places to live in Lithuania for families?
For a family, the question is schools and nurseries. Vilnius has the widest range of international schools, and nursery applications are centralised online in the main cities (Vilnius, Kaunas, Klaipėda, Šiauliai and Marijampolė), with places filling in advance (schools in Lithuania for expat children). Municipal compensation for private nurseries differs by city, so ask the municipality before you choose.
What are the best places to live in Lithuania for remote workers and freelancers?
The paperwork is national, so the city affects your life more than your taxes. A remote worker should check tax residence early with the tax office and, if freelancing, the rules for individual activity. Choose the city where your rent, internet and routine fit. The cost ranges above suggest that Kaunas and Klaipėda leave more room in a budget than Vilnius.
What are the best places to live in Lithuania for retirees?
The retirement decision depends on cost, health care and access to the family doctor. Public primary care is organised in the same way everywhere, with registration at a facility of your choice (healthcare in Lithuania). The difference is cost and language: in smaller cities you will rely more on Lithuanian. Our sources give no ranking of cities for retirees, so we do not create one.
What should you check before you commit to a city?
- The rent, from three real listings and last winter's heating bills.
- The distance to work and to the nursery or school.
- Whether the landlord will let you declare your address.
- The language you will need at work and at the counter.
- Access to a primary care facility with places.
The winter should be part of the test, because days are short and the cold can be marked.
How do the three cities compare at a glance?
| Vilnius | Kaunas | Klaipėda | |

| Studio rent (EURES, April 2025) | from €410 | from €320 | about €300 |
| Two-room flat rent | from €650 | from €470 | about €400 |
| Central property, per m² (IOM, December 2025) | €2,300 to €8,500 | €1,950 to €4,200 | €1,300 to €3,800 |

The table shows published ranges, not averages, and prices move. Use it to decide which city to visit first, then check current listings. Beyond the figures, the differences you will feel are the size of the city, the winter light and whether your daily life happens in Lithuanian or in English. Since none of our official sources rank cities on safety, nightlife or culture, we leave those judgements to your own visit. The best places to live in Lithuania are the ones that survive a visit in November.
