"Is Lithuania cheap?" is the question behind most searches for the cost of living in Lithuania. The honest answer is that it depends on where your income comes from and which city you pick. Lithuania uses the euro, so comparisons are easy, but a single national price index would hide the differences between Vilnius, Kaunas and Klaipėda.
This guide gives official or institutional figures, with the year, and leaves the rest to you. We do not invent an "average monthly budget".
What wages set the scale for the cost of living in Lithuania?
The gross minimum monthly wage is €1,153 in 2026, or €7.05 an hour. From 1 January 2027, the government has approved €1,245 a month and €7.61 an hour (Ministry of Social Security and Labour).
Your employer withholds income tax, social contributions and health insurance. Employees pay 6.98% for compulsory health insurance. The headline gross figure is therefore not what you take home: the tax office (Valstybinė mokesčių inspekcija, VMI) explains how income tax and the tax-free allowance apply to your pay.
How much is rent?
Rents depend heavily on the city, the neighbourhood and the season. According to EURES (April 2025):
| City | Studio | Two-room flat |
|---|---|---|
| Vilnius | from €410 | from €650 |
| Kaunas | from €320 | from €470 |
| Klaipėda | about €300 | about €400 |
The IOM gives, for big cities, a range from €270 in the suburbs to more than €700 plus utilities in the centre for a one-bedroom flat (undated page). Prices rise before the September student rush. Heating can weigh heavily in winter, so ask for last winter's bills before you sign (renting in Lithuania).

What do you pay for health?
Employees: 6.98% of salary. If you must pay yourself, because you are not in an automatically covered group, the contribution is at least 6.98% of the minimum monthly wage, which Sodra gives as €80.48 a month in 2026. Care in public facilities, and in private ones under contract with a territorial health insurance fund, is free once you are insured, except for some tests. Dental materials can be at your expense (healthcare in Lithuania).
How much do children cost?
State schools are free, but supplies, notebooks and canteen meals are at your expense. Lunch is free without an income test in pre-primary, first and second year; the government wants to extend it to third year from September 2027 and fourth year from September 2028, but the Seimas started examining the law only on 20 October 2026.
Municipal nurseries finance 20 hours a week, with meals and materials of about €50 to €60 a month (IOM) or about €120 in Vilnius (Go Vilnius). Private nurseries cost €120 to €500 a month. Vilnius pays a compensation of €120 a month and the Klaipėda region €250 (IOM, undated; each municipality sets its own). More in schools in Lithuania for expat children.
What about buying a home?
Indicative prices per square metre (IOM, December 2025): central Vilnius €2,300 to €8,500, central Kaunas €1,950 to €4,200, central Klaipėda €1,300 to €3,800, and Šiauliai €960 to €2,500. There is no transfer tax on a purchase in the EU tax database for 2026, but you pay a notary and a registration fee (buying property in Lithuania).
Which hidden costs should you plan for?
- Opening a bank account: nothing to €200 for a foreigner (IOM, Go Vilnius).
- Residence certificate: €10 for EU citizens (2026).
- A car: insurance, annual roadworthiness test and, for higher-emission cars, a registration tax (driving in Lithuania). There is no annual tax on a private car.
- Mobile phone: prepaid SIM from €5 to €10 a month (Go Vilnius).
- Translations: foreign documents must be translated into Lithuanian by an authorised translator.
Use these figures as a checklist, not as a promise. The best budget is the one you build from three real listings, a real payslip and your own tax situation.
What does the cost of living in Lithuania look like for different profiles?
We do not publish an "average monthly budget" because no official source gives one. Instead, here is which of the components above matter most for different readers, using only the published figures.
A salaried single person on the minimum wage earns €1,153 gross a month in 2026. Income tax, social contributions and 6.98% for health are withheld, and the tax-free allowance reduces the income tax, so your payslip is the only reliable guide to your net pay. The main outgoing is rent: see the table above, and remember the utilities.
A family with a child in nursery should add the nursery line from the childcare section above, municipal or private, minus any municipal compensation. Lunch at school is free without a means test only in pre-primary, first and second year.
A retiree on a foreign pension must show resources and cover health, either with an S1 or by paying the contribution alone (healthcare in Lithuania). How a foreign pension is taxed is not confirmed on the official pages we could read, so ask the tax office before you decide.
A freelancer pays social and health contributions and income tax under rules of their own, and the health contribution is due even in a month with no income. Ask Sodra and the tax office before you price your services.
How do you compare your own cost of living in Lithuania with home?
- Take three real listings for the neighbourhood you like and average the rent.
- Add heating from last winter's bill.
- Add your tax and contributions from a real payslip.
- Add transport, phone and, if relevant, childcare.
- Compare with your current monthly spending, line by line.
That is more reliable than any national index, and it uses numbers you can check. Keep in mind that prices move, so refresh the rent figures before you sign anything.
What are the easiest ways to keep costs down?
Compare three listings before renting and consider a flat-share, which the IOM describes as common and cheaper. Ask for last winter's heating bills. Choose a bank with a free or very cheap basic account (the basic basket is capped at €1 a month). If you have children, ask the municipality about nursery compensation before you choose a private nursery. If you drive, check the registration tax with Regitra's calculator before importing a car. And if you earn more than the minimum, check how the tax-free allowance reduces as income rises, so you know your real net pay before you accept an offer.
