On the third month of your stay in Latvia, a quiet deadline arrives. Nobody will ring you to say that ninety days have passed, yet the rule is clear. Residence in Latvia for EU citizens works on trust for three months, and then it asks you to put your situation on paper.
This guide explains what the registration certificate is, who needs it, what to bring and how it connects to your personal code and your declared address.
What does residence in Latvia mean for an EU citizen?
For the first 90 days, you stay with a valid passport or national ID card and nothing else. After that, if you want to remain, you apply for a registration certificate of a Union citizen (Savienības pilsoņa reģistrācijas apliecība) from the Office of Citizenship and Migration Affairs, the PMLP (Pilsonības un migrācijas lietu pārvalde, called OCMA in English). The same rules apply to EEA and Swiss citizens.
The certificate does three things. It proves your right of residence. It gives you a Latvian personal code if you do not already have one. And it triggers the obligation to declare your place of residence, which in turn opens doors at the doctor, the school and the municipality.
Think of it as registration rather than permission: your right comes from EU law, and the PMLP records it.
Which status gives you the right to stay?
You need a ground. The PMLP lists these for a Union citizen: employee, self-employed person, service provider, student, a person with sufficient resources, or a family member of a Union citizen. The documents differ slightly:
- Employee: a document proving that you work in Latvia as an employee.
- Sufficient resources: a declaration of resources (a box on the questionnaire or a free-form letter explaining where your income comes from) and either a document from another member state entitling you to necessary and emergency care in Latvia, or health insurance.
- Student: sufficient resources, which the PMLP puts at no less than 50% of the minimum wage per month, plus health cover.
Everyone files the standard PMLP questionnaire (unless you already hold a certificate or a residence permit) and a copy of all pages of the travel document that carry entries, certified by you with the words "true copy", the number of pages, your name, the date and your signature. People forget that certification, and it is one of the most common reasons for a request for completion.
How do you apply for the registration certificate in Latvia?
File the application at a regional office of the PMLP once you are in Latvia. The PMLP says documents can be submitted in person, electronically with a qualified electronic signature, or by post, with an e-mail address and a telephone number given. The first application is possible only on Latvian soil.
Our fact sheet, which follows Cabinet Regulation No. 675, reports that you collect the certificate in person once the file is complete. The PMLP's service page for this request lists it as free of charge, with an execution deadline of 10 working days. No state fee is provided for the first issue in the regulations we read, and a replacement costs 25 euros with a three-working-day wait. Fee tables change, so ask the PMLP or check its page before paying anything: a request for money for a first certificate deserves a second look.
Not sure which ground fits your situation, or what to put in a resources declaration? Moovy can prepare a checklist for your passport and your status, and draft a short message in Latvian for the PMLP. The decision, of course, stays with the office.
How do you declare your place of residence in Latvia?
The declaration (dzīvesvietas deklarēšana) is a separate duty, and it matters. If your certificate application already contains the information needed, it counts. Otherwise you declare through any of three channels: online on latvija.gov.lv, at the municipality, or at the PMLP. Online is free; at the counter the state fee is 4.27 euros.
You need your identity document and the form. A lease or a landlord's consent is the usual proof of address. After that, each change of address must be declared within a month of the day you actually start living at the new address.
There is a tax angle, too. Latvia treats a declared residence as a criterion of tax residence, which is why leaving without declaring your departure can leave you resident on paper. Ask the VID about your tax residence before you move out again.
When do EU citizens not need to register in Latvia?
Three exceptions, according to the PMLP's guidance as summarised in our fact sheet:
- you are looking for work: up to six months a year, and longer as long as you have a genuine chance of being hired;
- you work in Latvia but go back at least once a week to another EU country where you live;
- you study in Latvia for one year at most.
If none of these fits, treat the 90-day mark seriously. Apply early in your stay, because the certificate helps with everything else, from the family doctor to your child's school place. The step-by-step guide to moving to Latvia shows where it sits in the sequence.
What happens after five years in Latvia?
After five years of continuous legal residence you can request a permanent residence card for a Union citizen, which ends the need to prove an ongoing ground. Absences matter, so keep records of your years: tax returns, payslips, lease contracts. If you lose your certificate or your data changes, a replacement costs 25 euros.
Do not forget the duty to report to the register. You must tell the PMLP within 30 days of certain changes: a foreign address, new data issued by a foreign authority, or a new nationality. A missed report can bring a warning or a fine of up to 700 euros.
How does your personal code fit in?
Your Latvian personal code (personas kods) is generated automatically when your data is entered in the Register of Natural Persons, which happens with your certificate. It is the key every other office uses to find you. Our guide to the Latvian personal code explains what else you can do with it, including if you are not moving to Latvia at all.
One last warning on timing. A new Immigration Law, adopted in June 2026 and reviewed again by the Saeima on 20 August after the President sent it back, applies mainly to third-country nationals, and the PMLP says it takes effect on 15 September 2026. EU citizens remain under their own rules, but your non-European family members should check the PMLP's current guidance before applying.
What happens if you do not register your residence in Latvia?
Residence in Latvia for EU citizens is a right, not a favour, which is why the sanctions are mild compared with other countries. Still, an unregistered stay beyond three months can create friction. A municipality may refuse to enrol your child, a family doctor may ask for your address, and a bank may hold your file until you show a certificate. Employers need your personal code to report you, and the code comes with the certificate. In short, the practical cost is delay.
The money cost of delay is small, but the register itself is strict about reporting. If you do not report required changes within 30 days, the warning or fine can reach 700 euros. Treat that as a reminder to update the register whenever your situation changes.
Which documents prove your right of residence in Latvia?
Keep a folder, paper and digital, with the following. They are the documents the PMLP and other offices ask for again and again:
- your registration certificate and your passport or ID card;
- the lease or ownership proof at your declared address;
- evidence of your ground: employment contract and payslips, enrolment certificate, pension statements or a bank statement for resources;
- proof of health cover: EHIC, S1 or a private policy, depending on your status;
- tax returns and payslips for each year, because they help prove five years of continuous residence for permanent residence.
If a document is in a foreign language, Latvian authorities generally expect a translation. Our fact sheets say a document received by an authority directly from abroad is exempt, but one that you hand over yourself is not.
Do family members have the same residence rights in Latvia?
A family member of a Union citizen can obtain a residence document too. A spouse of a Latvian or a permanent resident has a ground of his own. Family members who are not European citizens apply for a residence permit as family members of a Union citizen; if they live outside Latvia, the application is made at a Latvian embassy. Because the new Immigration Law mainly concerns third-country nationals, and the PMLP says it has applied since 15 September 2026, non-European relatives should check the PMLP's current guidance before they apply.
