Ask any foreigner in Poland what unlocked everything, and most will say the same thing: the PESEL. It is the number the doctor, the tax office, the bank and the state portals ask for. Getting a PESEL number is free and quick, but only if you know which counter hands it out.
What is a PESEL and why does it matter?
PESEL (Powszechny Elektroniczny System Ewidencji Ludności) is the national population register number. For a private individual it is also the tax identifier. There is no separate "tax number" for an employee or a pensioner, which surprises people coming from countries where the tax number is a separate application. The tax administration reminds employers that a foreign employee living in Poland should have the PESEL as the tax identifier.
It is also the key to the digital state. Without it you cannot create a profil zaufany, the trusted profile described in Poland e-government for expats.
How do you get a PESEL as an EU citizen?
There are two routes, both free.
- Automatically. If you register your residence at the town hall for a stay longer than 30 days (zameldowanie), the PESEL is assigned to you without a separate application. This is the route most EU citizens take.
- On request. If you cannot register an address but need a PESEL, you apply at any urząd gminy (municipal office). You download the form from gov.pl or collect it at the office and sign it by hand. You bring a document that proves the details you enter, and you state the legal basis for needing the number: the office that asks you for a PESEL should tell you which one. The official accepts the application right away and, if there are grounds, gives you a notice of assignment.
Note that it is the address declaration at the town hall that triggers the number, not the registration of your stay at the voivodeship office. The two procedures are explained in residence in Poland for EU citizens.
Who has to apply in person?
According to the gov.pl page for foreigners, anyone who is not a citizen of an EU or EFTA state, or of the specified UK category, or a family member of one, must apply in person at a municipal office. Children born in Poland are exempt from this.
Which route applies to you depends on your nationality, your address and your plans, and the wrong guess means a second trip. Moovy can tell you which counter to go to and what to bring. You file and sign everything yourself.
Do you also need a NIP?
Usually not. The tax office (KAS) says that a private person who does not run a business and is not a VAT payer uses the PESEL. A NIP (numer identyfikacji podatkowej) is for these cases:
- You start a sole proprietorship. The registration form for CEIDG doubles as your tax identification declaration, and the NIP is assigned on the working day after a correct filing.
- You have no PESEL. You file form NIP-7 with the head of the tax office; confirmation is issued within three days of a correct filing.
What does the PESEL unlock afterwards?
Create the profil zaufany as soon as you have the number. It is free, valid for three years and renewable, and you confirm it through a bank, an electronic ID card, a video call with an official, or a confirmation point. From then on the address declaration, the patient account, tax filings and ZUS services can be done online.
What are the common mistakes?
- Looking for a tax number. An employee or pensioner generally does not need a NIP; the PESEL is enough.
- Thinking the stay certificate gives the PESEL. The town hall address declaration does.
- Waiting. No PESEL, no trusted profile, no online services. Get it early.
- Starting a business without one. From 1 November 2026, a foreigner applying to CEIDG needs a PESEL, or a cross-border identifier issued by an EU state.
Which documents do you need for a PESEL number?
For a PESEL request at a town hall you need the completed and hand-signed application form and a document that proves your identity and the details written on the form: a passport or an identity card. The administrations that ask you for a PESEL (ZUS, the tax office) must tell you the legal basis on which they require it, and you write that basis on the form. The form can be downloaded at home from gov.pl or collected at the counter. Applications with omissions may be returned for correction, and an office may decline an application that does not meet the requirements.
For a profil zaufany you need the PESEL and a way to confirm your identity (bank, e-ID card, video call or confirmation point). For form NIP-7 you need only the form itself, available on podatki.gov.pl.
What does a PESEL number cost and how long does it take?
The PESEL is free in both routes. When it comes with the address declaration, you receive it as part of the procedure. When you ask for it separately, the official accepts your request immediately; the official page gives no fixed timeframe for the notice of assignment. The tax administration gives no fee for a NIP either; a NIP for an entrepreneur is assigned on the working day after a correct CEIDG filing, and confirmation of a NIP-7 comes within three days of a correct filing. The trusted profile is free, valid for three years from confirmation, and can be extended for three more.
Why does the PESEL number matter for work and tax?
Your employer needs it to report you to ZUS and to the tax office. The tax administration says that an employee living in Poland must give the PESEL, which is also the tax identifier, to the employer for the annual return. Without it, a payroll department will struggle to register you. For tax you do not need a separate number. The annual return and its forms are published on podatki.gov.pl.
It also matters for health: with a PESEL, a doctor or a pharmacist can check your rights online, and you can open your patient account, as explained in healthcare in Poland for expats.
What is the difference between PESEL and NIP?
The PESEL identifies a person in the population register. The NIP identifies a taxpayer who runs a business, is registered for VAT, or who has no PESEL. A private person who is neither an entrepreneur nor a VAT payer uses the PESEL for tax. The guide on the tax authority's site says that an employee should give the correct PESEL or NIP to the employer, and that the identifier on the tax forms must be correct, since mistakes delay the processing of the return.
What is the order between the PESEL and the other steps?
The PESEL arrives with the town-hall address declaration, which is separate from the voivodeship registration of your stay. In our guide residence in Poland for EU citizens, we describe both. A sensible order: declare your address as soon as you have a lease, receive the PESEL, create the trusted profile, then book or file the rest. Several steps online (the CEIDG filing from 1 November 2026, the eZUS account, the patient account) need it.
Does the PESEL number change anything for non-EU citizens?
Yes. For non-EU/EFTA citizens the request must be filed in person at a municipal office, and the declaration of address needs a document that establishes your stay. For people covered by the Withdrawal Agreement, the PESEL request must be filed in person. For certain residence titles, the address declaration deadline is shorter. If you are in this situation, ask the town hall before you go, so you bring the right paper.
Can someone get a PESEL number for you?
The gov.pl page explains that the application is made in person at a municipal office and does not describe a procedure for sending someone in your place. If you are unable to attend, ask the office whether a proxy is accepted in your case before you rely on it.
What are the common mistakes with the PESEL number?
Waiting for it to arrive on its own is the main one. If you do not file the address declaration, nobody gives you a PESEL: it follows a declaration or a request. Another mistake is giving your foreign tax number where the Polish tax identifier is requested. A third is assuming the PESEL gives you the right to live in Poland, which it does not; the right comes from EU law and is recorded by the registration of stay.
To declare an address you need, besides your passport, a document that establishes your stay (a residence card or permit, or a visa for a temporary residence), and online declaration is not open to non-EU/EFTA citizens. People covered by the Withdrawal Agreement must file the PESEL request in person. See moving to Poland from the UK.
