"Is Bulgaria cheap?" is the question behind most searches for the cost of living in Bulgaria, and the honest answer is: compared with where you come from, probably, but the gap depends on the city, on your habits and on how fast salaries rise. This page gives you the figures from official sources, with their dates, and leaves out the ones nobody can prove.

What is the cost of living in Bulgaria in the euro era?

Since 1 January 2026, prices are in euros, converted at 1.95583 leva to the euro. For you, that means no currency risk if you earn euros, and a few months of dual labelling in shops and on bills. The mix of wages and prices is what matters. The minimum wage in 2026 is 620.20 euros a month, according to the European Commission's guide. That figure is a floor, not a typical salary: see working in Bulgaria.

How much is rent in Bulgaria's main cities?

EURES publishes rents for a two-room flat per square metre (its page is dated 5 March 2025 and the rent figures carry no year):

City Rent per m²
Sofia 9 to 10 euros
Varna 8 to 9 euros
Plovdiv 8 euros
Burgas 6 to 7 euros

EURES adds that rents in these big cities can be up to ten times higher than in small towns. To size your budget, multiply the rent per square metre by the surface you need and expect bills on top. The practical side is in renting in Bulgaria.

And what does it cost to buy?

EURES lists average prices per square metre for two-room flats, again undated: Sofia about 1,550 euros, Varna 1,650, Plovdiv 1,250, Burgas 1,600, Veliko Tarnovo 1,170, Blagoevgrad 965 and Vidin 730. On top come the local acquisition tax (from 0.1 per cent to 3 per cent depending on the municipality; 3 per cent in Sofia) and registration costs. See buying property in Bulgaria.

A budget is only useful if it matches your situation: a retiree with a foreign pension, a remote worker paid in euros and a family on a local salary will not live on the same numbers. Moovy can help you list the fixed costs that apply to you and show where official figures exist. It gives guidance, not a guarantee.

What are the fixed costs for health and transport?

  • Health cover. Employees are covered through work. If you are not insured through work, the NRA says the contribution is at least 22.03 euros a month until 31 July 2026 and 24.81 euros a month from 1 August 2026. Self-employed people pay 8 per cent. See healthcare in Bulgaria.
  • Doctor's visits. The 2026 patient fee is 1.48 euros per GP or dentist visit (0.51 euro for a pensioner) and 0.51 euro per day in hospital for up to 10 days a year, according to the Commission's guide.
  • Road toll. An annual e-vignette for a car is 64.50 euros from 1 August 2026. See driving in Bulgaria.

What do pensioners live on?

The minimum pension for those who qualify by age and service has been 347.51 euros a month since 1 July 2026 (322.37 euros from January to June), according to the National Social Security Institute. That is the national floor and says nothing about a foreign pension. Health cover for pensioners is covered in healthcare in Bulgaria.

What about the cost of paperwork when you arrive?

The paper residence certificate costs 3.58 euros, according to the regional page dated 1 January 2026, and the card costs more; details are in residence in Bulgaria for EU citizens. The foreigner's personal number comes with the residence document, and we found no published fee for it; see the Bulgaria LNCh number guide.

What is the cost of living in Bulgaria for different households?

There is no single figure, and we will not invent one. What we can do is show the lines that official sources price, and leave the rest (food, leisure, utilities) to a trial month. A single employee on the minimum wage of 620.20 euros has a very different picture from a couple with a foreign pension or a remote worker earning in euros. Start from your own income, then subtract the lines below.

How should you budget for housing?

Housing is the biggest line and the one EURES prices. Use the rent per square metre for the size you need, then ask for the bills to be itemised: water, electricity, heating and building charges are usually on top. For a purchase, add the acquisition tax (0.1 per cent to 3 per cent, set by each municipality) and the registration fee (0.1 per cent of the price, subject to a minimum). The detail is in renting in Bulgaria and buying property in Bulgaria.

How do wages compare with prices?

The minimum wage gives the floor. EURES published a 2025 example in leva showing a gross monthly salary of 2,000 leva (about 1,000 euros) giving a net of about 1,550 leva, with income tax at 10 per cent. The example is dated and in the old currency, but it gives the rough ratio between gross and net. For current figures, ask for a payslip when you are offered a job; see working in Bulgaria.

For a freelancer, the cost includes contributions on at least 620.20 euros a month from 1 August 2026, whatever you earn, according to the NRA's page for self-insured persons.

What changed with the euro?

The changeover on 1 January 2026 fixed the rate at 1.95583 leva per euro. Dual price display was required until 8 August 2026. The practical lesson is to compare prices in euros, to check rounding on bills, and to watch for any contract written in leva. Official tariffs also migrate at different speeds, so a page may show euros while another still shows leva.

Which savings can you realistically count on?

Compared with a Western European capital, rent and purchase prices in Bulgaria can look low on paper, but your savings depend on your income currency and your lifestyle. We have no official source that measures an average saving, so any figure you read elsewhere should be treated as an estimate. Do your own comparison: take your current monthly bills, replace housing and health with the figures above, and add transport and food from a week of shopping.

Where can you check the numbers yourself?

EURES for rents and purchase prices, the NRA for contributions, BG TOLL for road tolls, and the National Social Security Institute for pensions. Dates matter: EURES notes that its Bulgarian page was updated in March 2025, so prices have moved since then. For daily-life habits that affect your spending, see living in Bulgaria.

How should you build your cost of living in Bulgaria budget?

Take the city, then the rent line, then the compulsory lines (health, tax, vignette) and then food and leisure, which no official source prices for you. Do a trial month before you commit. Prices move, and the EURES figures are undated averages, so verify current figures before signing a lease.
