Bulgaria rewards the driver: mountain roads that lead to ski resorts, a Black Sea coast that is easiest by car, and city streets where parking takes patience. The paperwork is lighter than you might fear if you are an EU citizen, with two dates to respect: one for the car and one for the toll sticker.
Is your EU driving licence valid when driving in Bulgaria?
Yes, and without a time limit. Bulgarian law only limits in time the validity of licences issued outside the EU, EEA and Switzerland. According to Your Europe, you must exchange your licence only if it is lost, stolen or damaged, if you commit an offence in Bulgaria, or, for a licence valid for life, if the authorities require it after two years of residence. At renewal, the Bulgarian rules apply.
How do you register a car in Bulgaria?
You must register it within one month of acquiring it, including a car you bought abroad, under Article 145 of the Road Traffic Act. You apply at the registration service of the traffic police (КАТ – Пътна полиция) for your permanent or registered address, and the car is presented for identification. The steps:
- Take out compulsory civil liability insurance (Гражданска отговорност, Grazhdanska otgovornost).
- Pay the product (eco) tax (продуктова такса) that applies to passenger cars, vans and some two-wheelers at first registration in Bulgaria. We could not read the 2026 rate, so ask the office.
- File the application and show the car.
- Technical inspection. If you hold a valid inspection from an EU, EEA or Swiss country, no new inspection is required; otherwise it is done at the registration point.
The Sofia traffic police list the documents: application form, parts I and II of the registration certificate from the previous country, the valid inspection document, acquisition papers with the vehicle identification data, an acquisition declaration, your ID, insurance, a blank accident report form, old plates where relevant and proof of the eco tax payment for the categories concerned.
What does the Bulgaria e-vignette cost?
The vignette is the electronic toll for the national road network, bought on bgtoll.bg, in the official app or from official partners, at the official price and without extra fees. The Road Infrastructure Agency announced new prices from 1 August 2026 for vehicles up to 3.5 tonnes:
| Period | Price |
|---|---|
| Year | 64.50 euros |
| Quarter | 35.90 euros |
| Month | 19.90 euros |
| Week | 10.00 euros |
| Weekend | 6.60 euros |
| Day | 5.30 euros |
You can buy it up to 30 days before it starts. Without a valid vignette there is a compensatory flat fine of 46.50 euros. Check the plate and category carefully: the buyer bears the responsibility for a mistake.
If you are bringing a car from another country, the order of the steps (insurance, tax, inspection, appointment) matters more than any single document. Moovy can lay out the sequence for your car and your situation. The office does the registration, and you sign the forms.
What about driving with a British or other non-EU licence?
A long-term resident foreigner can drive with a licence issued outside the EU, EEA or Switzerland for only one year after the residence permit is issued (Article 162). Afterwards you must exchange it for a Bulgarian licence. The exchange is without an exam if the country that issued it is party to the Vienna Convention on Road Traffic and the licence meets its annex 6; otherwise you take the exam. Ask the licence section of the traffic police to check your licence well before the year ends. Britons should also read moving to Bulgaria from the UK.
A car coming from outside the EU adds customs paperwork and often individual approval.
Which mistakes do drivers make?
- Passing the one-month limit for registration.
- An expired inspection, which means you must do it at the registration point.
- A wrong plate or category when buying the vignette.
- Waiting for the address to be sorted. The office registers the car to your address; settle the lease and your residence first, as explained in residence in Bulgaria for EU citizens.
How does driving in Bulgaria work for a short stay?
If you are only visiting, you drive your own car on your own plates and your own licence, but you still need the vignette to use the national roads, and you need valid insurance. The registration deadline applies when you settle: it is the acquisition of a car, or the decision to base one in Bulgaria, that starts the one-month clock under Article 145 of the Road Traffic Act. Keep the distinction in mind, because a holiday-home owner and a resident are treated differently.
For a longer stay, the practical test is your address: if your permanent or registered address is in Bulgaria, the car belongs in the Bulgarian register. Ask the traffic police office where you stand if your situation is mixed, for example a seasonal stay.
What about buying a car in Bulgaria?
When you buy a car locally, the registration still has to be put in your name at the traffic police, and the documents are those of the transfer. EURES adds that an EU citizen may insure a car in any EU country as long as the insurer is licensed in the host country. Get quotes for the compulsory civil liability policy from more than one insurer, because the premium depends on the car and on your record.
Check the paperwork of a used car before paying: the registration certificate, the inspection record, and whether there are outstanding fines or liens. We have not confirmed the exact checks the police run, so ask the office.
What do you need to know about the road tolls?
The e-vignette gives access to the road network and is bought for a specific plate and vehicle category. You buy it on the official website, in the official app or from official partners, at the official price and without extra fees; keep the confirmation. Prices rose on 1 August 2026, so older figures on blogs and forums are out of date.
Remember that a wrong plate or category on the vignette is the buyer's responsibility, and that the fine for no vignette is a compensatory flat sum of 46.50 euros.
How should you prepare for driving in Bulgaria in winter?
Mountain roads, including those to ski resorts, can be hard in winter. Winter equipment rules may apply; we did not read them for this article, so check the road agency's pages before you drive in snow country. Keep the insurance and registration papers in the car, and carry the accident report form that comes with the insurance.
The emergency number is 112, free of charge. For more on daily life and public holidays, see living in Bulgaria.
What does a car add to the budget?
Beyond the vignette, count insurance, fuel, parking, servicing and the periodic technical inspection. Insurance and the eco tax depend on the car, and we could not confirm the 2026 eco-tax rates, so ask for a written quote. For the wider picture of monthly costs, read the cost of living in Bulgaria. If you live in a city with good public transport, you may decide that the car is not worth it for the first year.
How does a car fit into your budget?
Plan for the one-off costs (insurance, registration, eco tax) and the vignette. Add fuel and parking, which vary a lot between Sofia and a village. For the wider picture, see the cost of living in Bulgaria. Registration fees and the 2026 eco tax were not confirmed, so check the current amounts at the office.
