Retire to Hungary and you meet a paradox: the country that gives you a flat tax of 15% on most income may give you none at all on your foreign pension. The catch is not in Hungary but in the treaty between Hungary and the country that pays you. Before you cut ties at home, read the treaty.

This article explains retiring in Hungary from another EU country: papers, healthcare, tax and the Hungarian system if you worked here.

Can you start retiring in Hungary on a foreign pension?

Yes. Without a job, EU law lets you stay if you have sufficient resources and comprehensive sickness insurance. For most retirees, the insurance is the S1 form. EURES advises getting it before you leave, because you may be asked for it to confirm your right to stay.

What should you do before retiring in Hungary and after you arrive?

  1. Before you leave, ask your pension fund for an S1, if you receive no Hungarian pension.
  2. Register your stay with the Immigration Office after three months, with proof of resources (bank statements, pension statements) and your S1. See residence in Hungary for EU citizens.
  3. Register the S1 at the government office of your home, which acts as the health insurance fund. You receive a TAJ number and are treated as an insured Hungarian. See healthcare in Hungary.
  4. Check your tax position (see below).
  5. If you worked in Hungary, file your pension claim.

Arriving with no S1 and no proof of resources can block your registration. Without any cover, after a year of declared residence you must pay a monthly health contribution: 12,300 HUF in 2026.

Retirement files mix three countries: the fund that pays, the tax treaty and the Hungarian offices. Moovy can help you list what to ask your fund for the S1 and what to bring to Budapest. It cannot make claims for you; you or an adviser file them.

Is your pension taxed in Hungary?

The Hungarian income tax act counts as a pension one that a tax treaty defines as a pension, and even without a treaty an equivalent income paid by a foreign body (art. 3, point 23 m). Pensions are exempt income (Annex 1), and the tax authority's 2026 summary lists "income defined as pension by double taxation treaties" among exempt income. In Hungary, you would therefore not pay tax on your foreign pension.

But the treaty between Hungary and your country may give your country the right to tax it, and the pension fund may keep withholding. Read the treaty before you cut tax ties. Compare it with income tax in Hungary, where the 15% flat rate applies to other income such as rent or a part-time job.

What is the Hungarian pension system for those who worked here?

  • Legal retirement age: 65 for people born in 1957 or later; lower for earlier years of birth.
  • Full pension: at least 20 years of insurance. With 15 to 19 years you get a partial pension (öregségi résznyugdíj).
  • Amount: based on average earnings subject to contributions since 1 January 1988 and years of insurance.
  • Minimum: 28,500 HUF a month with 20 years of insurance; if the reference average wage is lower, the pension equals that wage. The minimum does not apply when your Hungarian period, after the EU pro rata calculation, is under 20 years. On 19 October 2026 the government announced a minimum of 120,000 HUF from January 2027; the 2027 budget still has to pass Parliament.
  • Women with 40 years: early retirement possible (nők 40 év) with at least 32 years of paid work, 30 in some care cases; one year less per child from the fifth child, seven years at most.
  • Deferred retirement: +0.5% for each 30 days worked beyond the legal age, if you have 20 years of insurance and do not yet draw a pension.
  • Retired and working: you need not leave your job to draw the pension, and you no longer pay pension contributions.

Your years in other EU countries count to open your right. A claim with periods abroad goes to the Budapest government office, not your county's, on the standard form from magyarorszag.hu; each country notifies its decision and you receive form P1 at the end.

What mistakes do retirees make?

  • Sending the claim to the wrong office. International files go to Budapest.
  • Forgetting your home country. Even exempt in Hungary, a pension may remain taxable where it is paid.
  • Arriving without the S1. It blocks your health cover and may stall registration.

What changes if you are British?

European rules apply to those covered by the withdrawal agreement; otherwise the EU-UK trade agreement protocol and Hungarian law apply. According to UK government guidance, if you live in Hungary and receive a UK State Pension, you may be entitled to a UK S1, which you then register with the Hungarian National Health Insurance Fund. Check your cover with the government office before you settle. See moving to Hungary from the UK.

Think about housing and where you will be happiest; the best places to live in Hungary compares five regions. Pension amounts and ages are updated by law, so check the figures before you plan.

How much do you need to show to prove resources?

The Immigration Office asks for proof that you will not burden Hungary's social assistance system. It accepts a bank statement, a pension or benefit statement from an EEA country, or income from a fund or maintenance. Its factsheet gives no minimum amount, so ask the regional directorate what it considers sufficient before you file. Keep the originals and a clean set of copies, because the certificate depends on them.

Housing must also be shown: a lease, a free-accommodation declaration or a title deed extract issued within the last 30 days. If you plan to buy, read buying property in Hungary; if you plan to rent first, read renting in Hungary.

What should you know about healthcare after retirement?

Once your S1 is registered, you are entitled to all care in kind in Hungary, with a Hungarian TAJ number, on the same footing as an insured Hungarian. Choose a family doctor and keep your TAJ card and a photo ID when you see them. Your European Health Insurance Card is for temporary stays and does not replace the S1 when you settle. If your health insurance situation changes, for example if you start to be insured in another country, tell the government office within 15 days. More in healthcare in Hungary.

Can you work or run a small business in retirement?

Yes. In the Hungarian system a retiree does not have to leave a job to draw a pension and no longer pays pension contributions. If you want to earn income, for example by letting a flat or consulting, the income is taxed under the rules explained in income tax in Hungary. Before you let a flat or start an activity, ask the NAV whether you need to register first.

Where do retirees choose to settle?

There is no official ranking. Many people look at the Balaton shoreline, Pécs and Szeged in the south, or Budapest for its hospitals and transport. Weigh the distance to a hospital and to an airport, the winters, and whether you can manage in Hungarian when the doctor does not speak English. The comparison in the best places to live in Hungary can help you shortlist.

Before you decide, have your own case confirmed by the fund that pays your pension, the Hungarian government office or an independent adviser: the treaty, your career and your health cover change the answer.

Frequently asked questions

Can I retire to Hungary with a foreign pension?+

Yes. Without a job you must show sufficient resources and health cover. For most pensioners that cover is the S1 form issued by the paying fund, which also helps prove the right to stay.

What is the Hungarian retirement age?+

65 for anyone born in 1957 or later. At least 20 years of insurance are needed for a full pension, and 15 for a partial one. Periods in other EU countries count towards the right.

Is my foreign pension taxed in Hungary?+

The tax authority lists among exempt income those defined as pensions by double taxation treaties. But the treaty may leave the right to tax to your country of origin, so check it first.

What is the minimum Hungarian pension?+

28,500 HUF a month in 2026, with at least 20 years of insurance. If the reference average wage is lower, the pension equals that average. The government announced a higher minimum from January 2027, which Parliament still has to vote.

Where do I claim a pension with periods abroad?+

At the Budapest government office (Budapest Főváros Kormányhivatala) for an international case, in person, by post or by email, on the standard form from magyarorszag.hu.
