Hunting for a flat in Riga has a certain rhythm. You scroll through listings on ss.com, message in careful English, and find out within a day whether the owner prefers Latvian, Russian or a phone call. Then you view three places, one of them with a stove older than you, and you pick the one where the landlord answers questions without sighing.

Renting in Latvia is less chaotic than it looks, because since 1 May 2021 the Residential Tenancy Law (Dzīvojamo telpu īres likums) sets clear rules. Here is what they say, and what you must do yourself.

How do you start renting in Latvia?

EURES lists the usual channels: online ads on ss.com, reklama.lv and city24.lv, estate agencies and social media groups. Municipal housing exists mainly in smaller towns. Always view before you pay anything.

Check the landlord. The land register (zemesgrāmata) is public: it tells you who owns the property and whether it is mortgaged or burdened. A tenant may sublet only with a written sublease contract and only if the main lease allows it. Be careful with offers where the owner is "abroad" and asks for a transfer to send you the keys.

Typical rents, according to EURES for 2026, run from 350 to 650 euros a month in Riga, utilities generally excluded, and from about 130 euros elsewhere. For a wider budget see cost of living in Latvia.

What must a lease contain when renting in Latvia?

The lease must be written and for a fixed term. Under article 8 of the law it should state at least the address, area and description of the home, the duration, the rent with payment dates and the conditions for revising it, the services provided and their cost, and the people who will live with you. An open-ended lease is no longer possible under article 9.

Older leases signed before 1 May 2021 face transitional deadlines on 31 December 2026 for bringing them into line, registration and term. If you take over such a lease, have it checked.

Leases are normally in Latvian. Ask for an English version signed by both parties, or get a translation before you sign.

Is the clause on rent revision clear, or the notice period fair? Moovy can read your lease in plain English, point out clauses to ask about and prepare a polite message for the landlord. For a dispute or a signature that engages you, a lawyer or a notary is the right person.

How much deposit can a landlord ask?

At most two months' rent (article 12). At the end of the lease it covers unpaid sums, and the landlord must tell you straight away if he uses it. The balance must be returned at the latest on the day you leave, unless the lease says otherwise. A deposit of three months exceeds the legal cap, while rent paid in advance is a different matter: distinguish them in writing.

Make an inventory and photographs when you move in. The law does not require it, but it protects your deposit.

Can the rent go up during the lease?

Only if the contract provides the conditions and the procedure for revision (article 10). A vague clause is a red flag; a precise one, such as a link to an index and a fixed date, is fair. Without any clause, the rent cannot change during the term.

How does notice work in Latvia?

  • Tenant: at least one month's written notice for a lease of up to ten years (article 27), or immediate departure if the landlord fails essential obligations.
  • Landlord: one month for unauthorised occupants or unpaid rent, or for demolition or renovation if the lease lasts one year or less; three months for demolition or renovation on a lease of one to three years. In demolition or renovation cases he owes you moving costs, your investments and damages (article 25).
  • Arrears: the landlord may terminate if rent arrears exceed two months' rent, or arrears on utilities exceed two months (article 24).

If you stay after the lease ends, you owe an occupation fee and damages (article 29).

Why register your lease in the land register?

This is the single most useful tip in the article. If the owner sells the flat and your lease is not registered in the land register, the new owner does not have to keep it: the lease ends on registration of his title, and he may ask you to leave with two months' notice (article 28). A registered lease binds the buyer.

How to register: the application (nostiprinājuma lūgums) goes to the land register office. For a lease right a secure electronic signature is enough; otherwise a notary must certify the signature. The land register judge decides in principle within 10 days, up to a month in complex cases. Registration is exempt from state fees.

Then use the lease to declare your home; see residence in Latvia for EU citizens.

Which traps should you avoid when renting in Latvia?

  • A notarised lease with an undertaking to leave. The landlord can enforce it without a trial. Sign it knowingly.
  • Hosting someone without telling the landlord. Your spouse and children can live with you after written notice; anyone else needs written consent, and unauthorised occupants are grounds for termination.
  • Paying before viewing. Never send money for keys, and check the land register first.
  • Ignoring the arrears limit. Two months' arrears is the threshold for termination.

For the long game, compare with buying property in Latvia.

What does a Latvia rental contract look like in practice?

A Latvia rental contract (īres līgums) is usually a few pages in Latvian. Read it with a translator beside you and check these lines: the address and area, the term with start and end dates, the rent and the date it is due, the revision clause, who pays which utilities, the deposit and the conditions for its return, the people allowed to live in the flat, and the notice procedure. If the contract is silent on rent revision, the rent cannot change during the term.

Ask for an English version signed by both parties, or at least a translation of the key clauses, and keep the Latvian text as the one that counts. Also keep copies of every message with the landlord.

How do you find an apartment rent in Riga without getting caught out?

Use the listing sites EURES mentions, ss.com, reklama.lv and city24.lv, and compare several. For an apartment rent in Riga, EURES gives about 350 to 650 euros a month, utilities excluded. A price far below that range for a central flat is a warning sign. View in person, or send a trusted person. Check the owner in the land register and ask for a copy of an identity document that matches. Never pay for keys before a signed lease.

Estate agencies may charge a commission, which is freely negotiated. Ask who pays it before you view.

What are the best habits with ss.com apartments Latvia listings?

Many Latvians search on ss.com, a classified ads site, and message in Latvian or Russian. Use a translation tool to read, but write short, polite messages in English or Latvian, give your start date and say how many people will live there. Reply fast: good flats go within days. Keep every conversation in writing, and when you meet, ask for the lease draft in advance.

What happens at the end of the lease?

You must leave at the end of the term. If you stay, you owe an occupation fee and any damage. If you want to renew, agree it in writing before the end date. At the end, do a joint walk-through, compare with your photographs from move-in, and ask for the deposit balance on the day you leave, as the law provides unless the contract says otherwise. If you leave early, give at least one month's notice in writing.

Renting in Latvia is the right first step for most newcomers. If you later buy, see buying property in Latvia. For the budget, see cost of living in Latvia.

Frequently asked questions

Does a lease in Latvia have to be written?+

Yes. Since the Residential Tenancy Law took effect on 1 May 2021, the lease must be written and for a fixed term. It must state the address, area and description of the home, the term, the rent and its revision conditions, services and costs, and the people who will live there.

How much can a landlord ask as a deposit in Latvia?+

At most two months' rent. EURES notes that some landlords also ask for one to three months' rent in advance, which is a different thing and should be set apart in the contract.

Can my landlord raise the rent during the lease?+

Only if the contract sets out the conditions and procedure for revising the rent. Without such a clause the rent cannot be raised during the lease, so read that clause before signing.

How much notice do I give to leave?+

At least one month in writing for a lease of up to ten years. You can leave immediately if the landlord fails essential obligations.

Why register my lease in the land register?+

If the owner sells and your lease is not registered, the new owner is not bound to keep it and can ask you to leave with two months' notice. Registration is free and is the main protection a tenant has.
