For many Europeans, the Cyprus residence registration is the first and only visit to a government office that really matters. It is a short form, a €20 fee and a small piece of paper, nicknamed the "yellow slip", that opens the door to the health system, to a tax number and to a smoother life with the banks. This guide explains who must do it, when and with what.

What is the MEU1 certificate?

The MEU1 is the registration certificate that the Migration Department (Τμήμα Μετανάστευσης), now part of the Deputy Ministry of Migration and International Protection, gives to citizens of the EU, the EEA and Switzerland who live in Cyprus for more than three months. It is not a visa or a work permit. It records your right of residence, and it is the document that most other offices ask for afterwards.

Cyprus is in the EU but not in the Schengen area. The certificate does not change that: whenever you fly between Cyprus and another EU country, carry your passport or ID card.

When do you have to register?

Nothing is required during the first three months. From then on you have until the end of the fourth month after your arrival to submit the MEU1 application. If you let the deadline pass, the Migration Department warns of a fine of up to €2,500. EU law prevents an expulsion for that reason alone, but you do not want to test the fine.

What documents does the Migration Department require?

Everyone needs a valid ID card or passport. After that, the extra proof depends on your situation.

  • Employee or self-employed in Cyprus: proof of your job or activity, such as an employer's letter.
  • Student or trainee: proof of enrolment, comprehensive health insurance and a declaration of sufficient resources.
  • Not working (retiree, income from savings): comprehensive health insurance and proof of enough resources not to rely on social assistance.

Documents that are neither in Greek nor in English must be officially translated and certified. EU rules say that no other document may be required for this certificate, so be wary of anyone who adds to the list. If you are not working, ask the Migration Department which proof of resources it accepts in your case.

How do you submit the application?

  1. Download and fill in the MEU1 form from the Migration Department website, together with the document list.
  2. Go to the right office. In Nicosia, the Migration Department head office; in the other districts, the District Aliens and Immigration Unit of the police.
  3. Pay the €20 fee and have your photo taken on site. The photograph is taken at the office, upon presentation of the payment receipt and your identity document.
  4. Wait for the post. For a complete file the decision comes within one month, and the certificate is sent by post.

In Nicosia, submission is without appointment, in order of arrival, Monday to Friday from 8:00 to 14:30, with the last entry at 14:00. The Migration Department posts these instructions; check the page for any change before travelling across the island.

If your file is refused, a reasoned letter goes to your last declared address. That is a reason to keep your address up to date.

What does the MEU1 unlock?

  • The health system. Registration of your stay, or social insurance if you work, is the condition to join GeSY. See healthcare in Cyprus.
  • The tax number. The certificate, all sides, is the main document for your application. See the Cyprus tax identification number guide.
  • A bank account and a smoother life. Banks usually want proof of address and identity; the certificate backs up your status in the country. See opening a bank account in Cyprus.
  • Permanent residence after five years. The MEU1 never expires, and after five years of lawful residence you acquire a right of permanent residence under EU law.

What mistakes do people make?

  • Missing the four-month limit because the first three months felt informal.
  • Believing Cyprus is in Schengen. It is not.
  • Forgetting that GeSY depends on it. Without the certificate you cannot register as a beneficiary.
  • Paying an intermediary. For an employee or a retiree with a full file, the registration is an administrative formality. A professional helps when your family or resources are complicated.
  • Not tracking address changes. A refusal letter goes to the last address you declared.

What changes for Swiss and British citizens?

Swiss citizens follow the same procedure: the Migration Department issues the MEU1 to citizens of the EU, the EEA and Switzerland, with the same €20 fee.

British citizens are, since Brexit, third-country nationals. For a stay over 90 days they must apply for a temporary residence permit for third-country nationals. GOV.UK adds that British residents who moved before 1 January 2021 should exchange their MEU document for a biometric card. The details are in moving to Cyprus from the UK.

What if you are a family?

EU-citizen family members register too, and the €20 fee applies to each of them. Non-EU relatives of an EU citizen have their own residence card procedure, which falls outside the MEU1; ask the Migration Department which document applies before you travel.

What does Cyprus residence registration look like for an employee and for a retiree?

Two short scenarios, built from the Migration Department's list of documents.

An employee arrives in March. The first three months carry no obligation, and the four-month limit is counted from the day of arrival, so she notes that date in her calendar on day one. She brings her ID card or passport, her MEU1 form and an employer's letter that proves her job, pays €20, has her photograph taken at the office, and waits for the certificate by post. If the file is complete, the decision comes within a month.

A retiree arrives in the same month. He brings his passport, the MEU1 form, proof of a comprehensive health insurance policy, and evidence of enough resources not to rely on social assistance, such as pension statements. If his pension comes from another EU country, he also asks his pension fund for an S1 before leaving: the Health Insurance Organisation asks S1 holders for a copy of the S1 and of their registration certificate when they enrol in GeSY. See healthcare in Cyprus.

What if your Cyprus residence registration file is refused?

The Migration Department sends a reasoned letter to your last declared address. Read the reason, correct the file and resubmit. Keep your address up to date with the office whenever you move, because a letter sent to an old address can cost you the chance to respond in time. If your situation is complicated, a lawyer is useful at this stage; for a standard file, you can handle it yourself.

What is the quickest way to get it right?

Pick a date inside your first three months, gather your proof of work or resources and your insurance, and submit in the morning, early in the week. Keep a copy of every page. Then move on to the tax number and to GeSY, which is where the registration pays off. For the whole sequence, read the moving to Cyprus checklist.
