Nobody stamps your passport on the way into Sweden. Nobody issues an EU residence card to a citizen of another EU country either. There is simply a register, and the question of whether you belong in it.
This article explains residence in Sweden for EU citizens: when the register applies to you, what the Tax Agency asks you to prove, and the one piece of paper that the agency's own pages forget to mention.
Do EU citizens need a residence permit in Sweden?
No. As a citizen of an EU or EEA country you have a right of residence, called uppehållsrätt. You have it because of what you do here: you work, you run a business, you study, or you can support yourself. The Tax Agency (Skatteverket) needs you to show which of these applies when you ask to be registered.
Family members who are not EU citizens are different: they need a residence permit from the Migration Agency (Migrationsverket). If that is your situation, start with their pages, because the permit comes before registration for them.
What is the population register and who must be in it?
The folkbokföring is the Swedish population register. It records where you live, and it is where your personnummer comes from. The Tax Agency says that if you plan to live in Sweden for a year or more you are generally required to register. If you plan to stay less than a year, you should not register; for a short stay you can ask for a coordination number instead (see the personnummer guide).
One practical point shapes the whole process: you may notify your move up to 14 days before you travel, with the online service Flytta till Sverige. Then you book an identity check at a government service centre, and you wait. The Tax Agency indicates around five weeks before a case officer picks up the file.
How do you prove your right of residence in Sweden?
It depends on why you are here.
If you work. A contract or certificate of employment, signed by you and the employer, with your name and address, the employer's contact details and company number, the weekly hours, the start date, the salary and your duties. If you already work, add the work schedule and payslips.
If you are self-employed. Evidence of real activity: contracts, invoices, quotes, a commercial lease, registration with the Bolagsverket (Companies Registration Office), VAT returns. If you are only starting, evidence that you have applied for or obtained F-skatt (the approval for self-employed taxpayers).
If you are self-sufficient. Proof that you can live in Sweden for at least a year without becoming a burden: bank statements, a pension certificate, details of your rent and costs. For a family, the means must cover everyone.
Not sure which category you fall into, or whether your documents will pass? Moovy can check your situation against the official pages and tell you what to prepare, what is missing, and where to confirm it, before you submit anything.
What is the health insurance trap?
The Aliens Act (utlänningslagen, chapter 3 a, section 3) says that a person who is not working or self-employed needs sufficient means and comprehensive health insurance valid in Sweden, for themselves and their family. The Tax Agency's English pages do not list the insurance among the documents. Our advice is to include it anyway.
What counts depends on your case. A retiree with a pension from another EU country can use the form S1, which makes that country pay for care in Sweden. Otherwise a private insurance policy is the usual answer. Students from outside the system are in the same position. More on this in healthcare in Sweden for expats.
Can you look for a job in Sweden before you register?
Yes, you may stay six months to look for work, as an EU citizen. But the Tax Agency does not normally register you during that period, unless there is a strong likelihood you will be hired and you intend to stay at least a year. That leaves you without a personnummer while you search, so a good plan is to use the time to line up the contract, and to ask the employer whether they can help with the coordination number if you must start fast.
What does the identity check involve?
After you notify your move, you attend a statligt servicecenter in person with your originals. For an EU citizen the passport or national ID card is the standard document. The service centres are shared counters for the Tax Agency, the Social Insurance Agency, the Employment Service and the Pensions Agency. Staff speak Swedish and English and can arrange an interpreter. Appointments are needed; do not just turn up.
If you are 13 or older and registered, you can later apply for an ID card at the Tax Agency (400 SEK in 2026, paid beforehand, around two weeks). From 1 December 2026 new ID card applications move to the police. The Tax Agency says it stops taking them at that date.
What mistakes cost the most time?
- Showing up without strong proof. Without solid evidence of your right of residence, registration is refused, and without a personnummer much else stalls.
- Leaving out insurance. If you are not working, bring the S1 or private insurance.
- Forgetting that each person files separately. Partner and children included.
- Registering for a short stay. Under a year, ask for a coordination number.
- Treating the register as optional. Over a year, it is not.
What changes by nationality?
Nordic citizens (Denmark, Finland, Iceland, Norway) register when they stay a year or more, and do not need to prove a right of residence for themselves.
Swiss citizens follow a different system. For a stay over three months they apply to the Migration Agency for a residence permit, free of charge, valid up to five years if working, self-employed or living on their own means. They can work or study on arrival without waiting for the decision; registration comes afterwards.
British citizens are third-country nationals since Brexit. Those with a residence right before 31 December 2020 hold a status issued by the Migration Agency; others need a permit before registration. See moving to Sweden from the UK.
How do students and job-seekers fit in?
Students are covered by the same logic: your right of residence comes from your studies, and you show your enrolment at a Swedish university or college, plus enough means and comprehensive health insurance for the stay. If you study for less than a year, you do not register; the university or your own application can lead to a coordination number instead, which is explained in the guide to the personal number.
Job-seekers have a six-month window. During that time you can stay and look for work, but the Tax Agency does not normally register you unless a job is very likely and you intend to stay at least a year. That means the smart route is to line up the contract during the six months, then register once it is signed. If you receive a job offer from a Swedish employer, send the signed contract to the Tax Agency with your notification.
Families need to be treated as units with separate files. A spouse or child who is an EU citizen has their own right of residence and files their own notification. A family member who is not an EU citizen needs a residence permit from the Migration Agency, based on their relationship to you. If you are in this situation, start with the Migration Agency before the Tax Agency.
If you are in doubt about which category applies to you, remember that the Tax Agency's pages are written by situation: working, studying, self-sufficient, or family member. Choose the one that fits, then follow its checklist. If your situation mixes categories, for example a part-time job and savings, ask the Tax Agency on the phone before you submit.
What comes right after you are registered?
Once the register has you, three things open up: the personnummer, access to public healthcare on the same terms as other residents, and the possibility of a bank account and BankID. Report your arrival to the Social Insurance Agency, enrol children in school or preschool through your municipality, and, if you moved with a car, start the registration. The order is set out in moving to Sweden: the step-by-step guide.
Residence in Sweden is less about permission than about proof. Show a real reason to be here, show that you can be insured and fed, and the register opens.
